In human resource management,performance management is the most important part.Perfecting scientific performance management involves such links as performance planning,supervision,evaluation,feedback,application and so on.Through these links,the organizational performance goals can be achieved and the working efficiency of the staff can be improved.At present,China's geological prospecting industry is in the critical period of transition and transformation from the past institutions to modern enterprises;geological prospecting staff work hard in arduous conditions;the vast number of technical personnel need to be stationed in the field for a long time so the administrators can't guide and supervise them closely;and the overall quality of these employees vary hugely.All these factors make performance management in the industry difficult.So there is still a big gap in human resource management compared with modern enterprises,especially in performance management.Performance appraisal is not conducive to the improvement of human resource management level in geological prospecting industry,resulting in excellent brain drain phenomenon.On this basis,by means of case study,questionnaire and interview,this paper mainly analyzes performance appraisal based on the theory involved in business administration,and takes the A team as the subject to excavate the existing problems and their causes through researches on the system of performance management,formulation of performance objectives,the implementation of performance appraisal,the application of performance appraisal results,etc.,and formulate a targeted performance management optimization scheme.Therefore,the current performance management is optimized and perfected to combine the performance management theory and the future development of the A team of the HN Geological Survey Bureau so as to provide a management guarantee for the effective operation of the strategic transformation and development of the A team of the Geological Survey Bureau,and to further improve the working efficiency of the staff of the detachment.Furthermore,it will provide valuable reference experience for institution facing similar difficulty with transformation.The following conclusions were drawn from the study:Through the investigation and analysis of the present situation of performance management of the A team of HN geological prospecting bureau,it is concluded that the problems in its performance management include: unclear performance management objectives,unreasonable setting of performance appraisal indicators and weights,unreasonable assessment cycle and methods,inadequate performance communication feedback and lack of rationality in the application of performance appraisal results.This is mainly due to the existence of misunderstandings of performance management,the failure to integrate the employee appraisal into the performance appraisal of the superior unit,a lack of performance management personnel,limited management ability and an imperfect incentive mechanism.According to the principles of performance management and performance management methods,this paper optimizes the design from the aspects of performance management plan,performance appraisal index system,performance appraisal implementation,performance communication feedback and result application and improvement.Moreover,in order to ensure the good performance management of the A team of the HN geological prospecting bureau,this paper provides guarantees to implement the performance management optimization scheme from the aspects of updating the concept of performance management,providing organizational support for performance management,improving the professionalism of performance management personnel and perfecting the relevant system of performance management.
