In recent years,more and more large international sports events will be held in China.To ensure the traffic operation of the event,we need not only perfect traffic infrastructure,but also efficient command system.At present,it is urgent to design a command system for an international sports event to be held in China in the near future.However,the common command system at home and abroad has some problems,such as unreasonable level setting,unclear function segmentation,imperfect mechanism connection and so on.At the same time,there is a lack of theoretical research on the event command system.The purpose of this study is to determine the key risks of organizational factors through network analysis,so as to provide targeted suggestions for the design of command system.First of all,through PEST and SWOT analysis,this paper analyzes the external environment and internal situation of the organizing committee,and sums up the overall complexity of the event as evolution complexity,political complexity,social complexity,environmental and cultural complexity and organizational complexity.Then,on the basis of complexity analysis,risk identification is carried out from four modules of plan preparation,organization and coordination,implementation and publicity and process control,and the risk list is sorted out according to the probability and severity of the risk.On the basis of a comprehensive grasp of all kinds of risks,five key risk events are selected.Then,based on the key risk events,through semi-structured interviews and field observation,the paper constructs the correlation network between risk events and organizational factors by using the theory of organizational resilience and organizational complexity,and analyzes the important indicators of the correlation network by using the method of social network analysis,and obtains the organizational factors in a special position.Based on the risk association network of organizational factors,this paper introduces the parameter of promotion factor to investigate the important causal chain and the promotion space of organizational factors in the network,so as to identify the organizational factors that need to be improved most.By improving the key organizational factors and following the transmission path in the network,we can improve the overall organizational resilience and adjust the organizational complexity,so as to reduce the traffic operation risk.Finally,based on the above research results,this paper puts forward targeted design suggestions,and designs the command system closely combined with the actual work of the event preparation.Through the test activities,it is proved that the command system is feasible,reasonable,efficient and stable.Based on the theory of organizational resilience and organizational complexity,this study constructs an organizational factor association network from the perspective of risk analysis.The analysis of the network shows that:(1)there is a complex causal relationship between the organizational factors that cause risk events;(2)factors such as leadership and organizational complexity play a more important role in the association network due to their special status.In theory,this study constructs the risk network of organizational factors by using the theory of organizational resilience and organizational complexity.In practice,this study uses the design suggestions to guide the design of the traffic command system,and proves that the command system is efficient and stable through testing activities.
