Due to the rapid development of economy and society,the decision-making environment has become increasingly complex.Various forms of fuzzy information have been proposed to express the evaluations over the objects,among them,the hesitant fuzzy dual linguistic term set(HFDLTS)is a new representation which consists of two independent linguistic term sets,the first linguistic term represents the basic evaluation of objects and the second one is the corresponding probabilistic description.Compared with the probabilistic linguistic term set and linguistic distribution,HFDLTS allows decision-makers express the probabilistic description with qualitative information,which more conforms to the habits of human expression and provides decision-makers with greater freedom and flexibility during the evaluation process.Therefore,the research on the multi-attribute group decision-making(DAGDM)under the hesitant fuzzy dual linguistic environment has a certain practical significance.The research of this article mainly includes the following contents:(1)Research on the processing of hesitant fuzzy dual linguistic term(HFDLT)with cloud model and 2-tuple linguistic model separately.HFDLT is a newly proposed linguistic form and the related operations of it have not been systematically studied.On the on hand,considering the cloud model represents the qualitative information in the form of probability distribution,which could reflect both the fuzziness and randomness of linguistic concepts,therefore the HFDLT is transformed into cloud model and further applied to the MAGDM under the hesitant fuzzy dual linguistic environment.On the other hand,the 2-tuple linguistic model is used to deal with the HFDLT and define the expectation,distance measurement and aggregation operator.(2)Research on the hesitant fuzzy dual linguistic ORESTE method.After transforming the HFDLT into cloud model,the Dice distance measurement of cloud model is proposed and an extended ORESTE method with HFDLTS is put forward.After that,an improved TOPSIS-ORESTE method with HFDLTS is introduced,which either considers the distance between alternatives and ideal solution,as well as the negative solution,or could settle the compensation of the traditional TOPSIS method.(3)Research on the minimum cost consensus model with HFDLTS.The individual and group consensus measurement is defined based on the 2-tuple linguistic model.Then a minimum cost consensus model with HFDLTS is proposed.Considering the trust relationships of decision-makers in the social network and the opinion evolution process,the De Groot model based on trust relationships among decision-makers under the hesitant fuzzy dual linguistic environment is proposed.Further,a minimum cost consensus model which combines with the time limited De Groot model is defined.Finally,we illustrated the influence on the adjustment cost from the variations of individual and group consensus thresholds,as well as the time of the opinion dynamics.(4)Research on an integrated MADGM method combined minimum cost consensus model with TOPSIS-ORESTE method under the hesitant fuzzy dual linguistic environment.This paper established a comprehensive MAGDM framework,which combines the minimum cost consensus based on the limited time De Groot model with the TOPSISORETSR method.This framework could obtain the relative consistent comprehensive evaluation through reducing the conflict among decision-makers,and then deduce the specific outranking order by pairwise comparison between alternatives.Finally,we verified the superiority of the comprehensive MAGDM method through comparative analysis of the five methods proposed in this paper.Further,a bid evaluation of civil engineering projects is proposed to demonstrate the implementation of the comprehensive MAGDM method.
