| The rational allocation of land plays an important role in social and economic development.The unreasonable allocation of land resources will lead to the waste of various resources and restrict the development of rural economy and the progress of social level.Under the policy of "linking the increase and decrease of urban and rural construction land",villages merger emerged as The Times required,which effectively alleviated the problems of scattered and hollowed out rural land and realized the intensive use of land resources.But at present,villages merger in China is not all ideal,and has not really realized the optimal allocation of land resources.As a way of optimal allocation of land resources,villages merger should realize the rational allocation of land resources.Yuncheng County is one of the areas that actively carry out villages merger,is in the middle of industrialization,the need for land resources to support the development of industrialization;At the same time,as an underdeveloped city,it needs to improve its own economic development level,and it is inseparable from the support of land resources.Faced with the reality of land resource shortage and development needs,Yuncheng County is required to pay attention to the rational allocation of land resources in the villages merger.In order to accurately understand the allocation of land resources in the villages merger in Yuncheng County,and to let the villages merger in Yuncheng County truly realize the optimal allocation of land resources,It is necessary to intuitively reflect the situation of land resource allocation in the merger of villages through scientific methods,and only scientific understanding can be scientifically optimized.Therefore,it is particularly important to evaluate the optimal allocation of land resources in the villages merger in Yuncheng County.In this study,Yuncheng County as the research object,selected representative typical cases to carry out the evaluation study on the optimal allocation of land resources in village mergers.The theory of optimal allocation of land resources is linked to the villages merger,and a framework for the evaluation system of optimal allocation of land resources is constructed.Fairness and efficiency were taken as the value objective to measure optimal allocation of land resources,and the evaluation index system and evaluation method were constructed respectively.Data were collected through surveys,interviews and questionnaires,and 7 indicators were brought into the equity evaluation index system,and 24 indicators were brought into the efficiency evaluation index system.The fairness of the optimal allocation of land resources in the two types of communities was evaluated from the perspective of opportunity equity and result equity respectively through the comparison before and after villages merger.This paper evaluates the efficiency of the optimal allocation of land resources in the two types of communities from the perspectives of economic benefit,social benefit,ecological benefit,land use scale and spatial layout,obtains the evaluation results of the allocation of land resources,and corresponding optimization suggestions are put forward for the allocation of land resources in Yuncheng County in the future villages merger.Based on this study,it is concluded that the theory of optimal allocation of land resources can effectively guide the construction of the villages merger,and the evaluation of optimal allocation of land resources is also an important process of implementing the villages merger.The evaluation index system constructed by this institute can reasonably reflect the situation and existing problems of the optimal allocation of land resources in the villages merger in Yuncheng County,enrich the application content of optimal allocation of resources,and improve its theoretical system in the field of planning.At the same time,it also further improves the significance of the village mergers theoretically,and constructs theoretical contents that can guide the practice of the village mergers. |
