Evaluation Of Marine Economy Resilience In The Bohai Rim

Vulnerability and adaptability cannot fully explain how the regional economy responds to disasters and maintains growth under disturbances,but the concept of "resilience" can.Improving the resilience of the marine economy is of great significance to the high-quality development of the marine economy.On the basis of grasping the theory and research status of resilience research,this paper took the connotation of regional economic resilience as reference,draw on the theory of vulnerability and adaptability,proposed the connotation of marine economic resilience,build a marine economic resilience research framework and indicator system of " resistance recovery-adaptive adjustment-innovative transformation ",used the entropy-weight TOPSIS method to measure the marine economic resilience of 17 coastal prefecture-level cities around the Bohai Sea,analyzed the temporal and spatial changes there,and judged the main obstacle factors affecting the resilience level of marine economy.The results shows that:(1)The resilience of marine economy in the Bohai Rim region exhibited a slow rising trend and evolved toward a high level while the relative differences between cities have expanded,but the overall distribution is relatively balanced.The ability to adapt and adjust played a decisive role in the resilience of the marine economy,and the innovation and transformation ability index has the largest growth and the best development momentum.(2)Judging from the performance of each city,the marine economy in the Bohai Rim region is generally weak in resistance and recovery,but a few cities with high resistance and recovery can play a role in radiation and driving;the overall performance of innovation and transformation capabilities is weak,and there are great differences between cities.The ability to innovate and transform might be the key for improving the resilience of the Bohai Rim marine economy.(3)The marine economic resilience index of cities in Bohai Rim are divided into four categories: The first echelon belongs to the resilience high-level type area,Tianjin and Dalian;the second echelon belongs to the resilience relatively high-level type area,including Dongying,Weifang,Qingdao,Yantai and Yingkou;The third echelon belongs to the resilience relatively low-level type area,including Dandong,Jinzhou,Panjin,Huludao,Cangzhou,Binzhou,Qinhuangdao;The fourth echelon belongs to the resilience low-level type area,are Weihai,Rizhao,Tangshan.The distribution of the number of four types of cities indicates that the Bohai Rim region has few obvious advantages or shortcomings in marine economic resilience,and has a good ability to cope with shocks.(4)Through the analysis of the degree of obstacles,we found that the criterion level factor that exerts the greatest constraint on the resilience of the marine economy is the ability to adapt.In terms of indicators,the main obstacles to the resilience of the marine economy of cities in the Bohai Rim region are: sea-related employment,urban unemployment rate,number of berths per coastline,port goods dependence on foreign trade,and industrial diversity.These obstacles are generally related to employment,coastal infrastructure construction,industry and market,indicating that there are problems such as(5)In view of the problems of insufficient marine infrastructure construction,low sea-related employment,and large fluctuations in unemployment in the Bohai Rim region.we have proposed corresponding policy suggestions from four aspects: improving the urban economic environment,improving infrastructure construction,increasing scientific research support,and talent attraction and training.
