Analysis Of Regional Disparity Of Marine Economic Efficiency In China At Green Economy Perspective

Under the condition that population is expanding and land resources are drying up day by day, people turns to the ocean. As a country blessed with a huge piece of marine area, China’s marine economy has entered into a fast lane. The marine economy increases year by year and the industry category expands to many fields. Marine economy has become a new growth point of national economy. However, the current rapid development of marine economy is based on a large number of inputs such as natural resources, human resources and other factors of production and the damage to the environment. With marine industry creating huge material wealth, there are many problems of resource wasting and environment polluting. Change the high consumption and low yield of the economic development mode, improve resource utilization efficiency is an important way to realize the harmonious development of economy and environment, and the green economy is a new economic measure.The marine economy efficiency is an important indicator to measure the development of marine industry. Establishing a scientific, comprehensive evaluating indicator system about the efficiency of marine economy, is a core problem that has respect to the raising resource utilization effect. The paper uses the green economic theory to study the development of marine economy, with comprehensive of theoretical knowledge, such as regional economics, environmental ecology and sustainable development theory, etc. Take the technology, environment and some other factors into the evaluation system of marine economic development, in order to construct a more scientific and comprehensive evaluating indicator system about the marine economic efficiency. In this paper the marine economic efficiency is evaluated based on super-efficiency output-DEA model. The study analyzes the difference between the traditional marine economic efficiency and the green marine economic efficiency. It also analyzes the situation and the trend during the “eleventh five-year” of the development of marine economy in the three marine economic zones. After understanding each area’s strengths as well as weaknesses and seeking the reasons of low efficiency of marine economy, the study can instruct people to improve the marine industry form the internal and external factors. It has a certain practical significance to the development of China’s marine economy.The main points are as following:Firstly, there are huge differences in marine resources, marine industrial structure, environmental conditions and GOP of different regions. Guangdong has the most prominent comprehensive advantages in marine natural resources. It has an abundant human resource and a high marine economy, besides, its marine environment is good and its marine industrial structure is just below to Shanghai. However, its marine economic efficiency is the lowest. It means the large number of the marine resources is not fully utilized. However, the top three areas in marine economic efficiency are Hebei, Shanghai and Jiangsu- all with poor marine resources. This result indicates that they pay attention to the efficiency during the development process and can develop marine characteristic industry according to their location advantages.Secondly, the efficiency of green marine economy in three marine economic zones shows a gradual upward trend during the “eleventh five-year” period. It means that the China’s marine economy has got rapid development and achieved remarkable results in the five year. And the economic efficiency of Yangtze River Delta is higher than that of Bohai Zone, and the efficiency of Pearl River Delta is the lowest.Thirdly, according to the results of Malmquist, the changes of marine economic efficiency and TFP are similar, which proves the improvement of economic efficiency depends on the total factor productivity improvement in a certain extent. From the results of the decomposition of TFP, technical efficiency increase is a major cause of resulting in a rise in marine total factor productivity.At last, based on the empirical analysis of the marine economy efficiency factors, economic development level, fixed asset investment, quality of human resources, regional opening degree, marine industrial structure level and environmental pollution control investment are selected as the impact factors of the marine economic efficiency. The results show that marine industrial structure level, quality of human resources and fixed asset investment have a significant role in promoting the marine economic efficiency,. Regional opening degree has a negative relationship with the marine economic efficiency. And economic development level and environmental pollution control investment have no significant positive effect on the marine economic efficiency improvement. According to the empirical results, the paper gives workable advices on the regional marine economy in China.
