The 21 st century is the era of marine economy, which has become the new economic growth point of world, and the competition of modern marine economy depends on the competition of science and technology power. Implementing scientific and technological innovation is the only way to build a strong marine economic country, and we must make efforts to break through technology bottleneck. Improving marine economy progress contribution rate of science and technology is of great significance to develop marine economy in our country. On the base of presenting the research achievement in the past of marine economy progress contribution rate of science and technology at home and abroad, the paper defined the related concept on marine economy progress contribution rate of science and technology, analyzed the status and problems of marine economic development of China, and emphasized the importance of developing marine science and technology. In the empirical analysis, the paper estimated contribution rate of marine economic of scientific progress of the overall coastal and 11 provinces(municipalities) from 2001 to 2013 in the method of Solow residual. The conclusion was that marine scientific progress made the highest contribution to economy, and the contribution rate was up to 61.64%; compared with the contribution rate of the "fifth" period, "Eleventh Five-Year" has improved, but in quite different areas. Technology has become the most important factor to the development of marine economy, and finally the paper put forward some advices on increasing the contribution rate of scientific progress of marine economy in order to accelerate economic development of marine recommendation.
