Research On The Efficiency Evaluation Of Public Participation In Natural Disasters Emergency Relief

China is one of the countries most affected by natural disasters in the world.Disasters occur frequently and disaster relief tasks are heavy.It is not realistic to solve the problems caused by disasters by relying solely on the single force of the government.The public has the advantage of flexibility,wide coverage,and diversified rescue methods,and plays an increasingly important role in natural disaster relief.However,whether the public’s investment in natural disaster emergency relief has reached the maximum possible use value,and how the public’s rescue efficiency in natural disaster emergency relief is still unclear.Therefore,this paper evaluates the efficiency of public participation in natural disasters emergency relief,and it has important theoretical and practical significance to promote the public’s efficient rescue in natural disasters and reduce the losses caused by natural disasters.Firstly,comprehensively analyze the research situation at home and abroad from the perspectives of natural disaster emergency relief,public participation,and natural disaster emergency relief efficiency,and define the concepts of natural disasters,public participation,disaster relief,and rescue efficiency.The current situation of public participation in natural disasters emergency relief and the existing problems are sorted out,providing a realistic and theoretical basis for the public to participate in the efficiency evaluation of natural disasters emergency relief.Secondly,on the basis of summarizing and drawing on the existing research on public participation in natural disasters,and combining with the actual situation of public participation in natural disasters,we should build an efficiency evaluation index system for public participation in natural disasters.Three input indicators were proposed:the total funds provided by the public for disaster relief,the intensity of the public’s manpower input,and the proportion of public relief materials provided by the public.The three output indicators are:the satisfaction of the victims,the proportion of resettlement personnel,and the total fund coverage rate of public disaster relief.The two indicators of public manpower input intensity and victim satisfaction are further divided into levels to determine the hierarchical structure.Thirdly,combined with the analytic hierarchy process,fuzzy super-efficiency DEA model and fuzzy comprehensive evaluation method,the efficiency evaluation model of public participation in natural disaster emergency relief is constructed.The model is solved by MATLAB program.The evaluation model was used to evaluate the relief efficiency of 16 public participation in natural disaster emergency relief cases,and the evaluation results were analyzed from both the overall and individual aspects.Finally,based on the evaluation results,the countermeasures and suggestions for improving the public participation in the emergency relief of natural disasters are proposed.The research results will help enrich the emergency management theory,further improve the content and perspective of public participation in research,and promote the public’s effectiveness in emergency relief to natural disasters,provides reference and support for systems and methods.
