Research On The Planning Of Emergency Logistics Platform Of Natural Disasters Relief

China is one of serious countries affected by natural disasters, which has been attached great significance by the Chinese government, especially, after the snowstorm disaster in the south in2008, Wenchuan earthquake in2008,Yushu earthquake in2010,and other major natural disasters occurred, the Chinese government has further strengthened emergency relief practices, in order to minimize losses caused by disasters. But with the frequency, scale and impact of the China’s natural disaters increasing, emergency disaster relief gradually highlights certain inadequacies, particularly emergency logistics systems are still inadequate, mainly in five aspects:firstly, the high cost of the logistics operation; secondly, relatively weak in the basic support facilities; thirdly, poor coordination in the organization; fourth, the low level of emergency logistics information; fifth, lack of emergency logistics professionals and equipments.After a major natural disaster, the government needs to call a large number of emergency supplies to help the wounded in the shortest possible time, and carry out reconstruction work, in order to ensure minimal loss, which objectively decides to build a perfect and efficient emergency logistics platform.Based on this, in the full investigation and research,the paper analysis the necessity and feasibility of planning the natural disaster emergency logistics platform, from perfecting the information platform,command platform operating platform etc. and from the practical perspective, proposed the initial planning of the overall framework of the emergency logistics platform,and described specific operational processes and the key elements in operating. In the planning of information platform, focusing on users and user needs of the information platform,according to user needs determined the capabilities of the information platform,then planned the overall framework. In the planning of commanding platform, analysis the "short-board effect" of the emergency logistics construction,and determine the command functions subsystems and operation machanism of the platform; In the planning of operating platform,mainly through the describing of the supplies procurement reservation transportation and distribution,analysis the material support in running of the platform,develop specific opetational processes,while emphasizing the key to the running of successful platform under the overall framework.
