The international oil market has entered a relatively depressed state since 2014.The international crude oil price dropped from US$145/barrel in 2014 to US$22/barrel in 2016.The sales revenue of crude oil has been lower than the cost of mining, which has caused a large number of offshore drilling and mining platform equipment to be lay-up.Along with the long-term idleness of the equipment,if the maintenance is insufficient or improper,it will definitely cause serious damage to the value of the offshore equipment. At present,a set of mature hot maintenance processes is more commonly used, and the main method adopted is the start-up operation of the equipment, which undoubtedly requires a large amount of cost investment. In the case of market downturns, the operation and maintenance of offshore equipment will greatly increase the economic burden of manufacturing companies and owner companies. This paper first refers to the equipment manufacturer's equipment manual, sorts out the maintenance requirements during the operation of the equipment, classifies and integrates the existing hot processes, and combines the convergence items.Based on this, the traditional hot maintenance process is summarized.A cold maintenance process is proposed which is completely different from the traditional thermal maintenance process in the frequency of equipment startup. This process scheme greatly reduces the dependence of lay-up equipment on equipment startup, emphasizing the process requirements of static-based and dynamic supplement. The mathematical model of equipment state prediction based on HMM-SVR is cited. The Carter 3516C marine diesel engine commonly used on offshore platforms is taken as the research sample. The frequency of equipment startup every two weeks, months, quarters and semi-annuals is calculated and analyzed. The impact of the equipment failure rate, find the balance point of the equipment startup frequency, and determine that the equipment that starts and runs once every quarter is the best choice in terms of economic benefits and equipment failure rate, etc.,and starts the equipment in the cold maintenance process.Frequently supplemented and demonstrated. The cold maintenance process was applied to the HTB physical project. In the practical application, the cold maintenance process and the hot maintenance process were compared and analyzed. Two different maintenance process advantages were found, and the cold maintenance process was obtained.Applicable to the conclusion of lay-up offshore equipment maintenance.
