The Research On The Improvement Of HSE Management In Liaohe Youjian Company

Environment is the foundation of human survival and development. Along with the social development and the progress of science and technology, the demands for the living and production environment are getting higher and higher. Production safety and environmental protection become a hot issue. In recent years, Health Safety and Environment Management System is the management system of international oil and gas industry and the line card for them to realize the modern management and move towards the international market. It is a kind of scientific, systematic and perfect management system, in the process of oil and gas development, its actual management process is constantly replenished and perfected, which promotes the mature of the system, the system provides guarantee for the development of oil and gas. With the expansion of process scale and business scope, the risk of HSE has increased and the work of HSE is more important in the oil production and operation activities.The purpose of this study is to find out the important problems in the implementation of HSE management and put forward practical solutions for specific problems through the detailed analysis of the Liaohe YouJian company. It is designed to raise the level of HSE management, reduce the accident rate, and achieve sustainable development.This paper introduces the connotation, features, ideas and the related theory of the HSE management system in detail, through the field research and the detailed investigation to the HSE management system and using the statistical methods, we find that the main problems include:the assessment and control of risk does not reach the designated position; the understanding of safety education does not reach the designated position and the safety awareness and risk awareness is relatively weak; the responsibility consciousness is not strong enough and the investigate for responsibility is not strong enough; etc. The author put forward the corresponding improvement program from the following four aspects:improving the HSE risk assessment and control system; perfecting HSE training system; perfecting HSE responsibility system; strengthening the execution and control of the plan. At the same time, we put forward the implementation safeguard measures from the aspects of the leading attention, strengthening publicity and education, and some other aspects.
