Predicament And Outlet Of Urban Light Pollution Prevention Legislation In China

The emergence of light has changed the life of human beings at sunset,but excessive abuse of light sources will lead to harmful light pollution.Internationally,light pollution can be divided into three categories: white light pollution,artificial daylight and colored light pollution.These new sources of pollution may seem insignificant,but they can cause irreparable damage under long-term influence.The rhythm of human production and life under the influence of light pollution is destroyed,and the incidence of ophthalmic diseases is significantly increased;animals and plants cannot move normally in the bright dark night environment,and the urban ecosystem is destroyed;the unnecessary light sources that are bright day and night have increased The energy burden has exacerbated the greenhouse effect.Increasing numbers of light pollution infringement cases call for the advancement of light pollution legislation.Since 2004,some provinces and cities in China have introduced light standards,but these standards are helpless for cases that are common in judicial practice.The reason is that an integrated system of light pollution prevention has not been established.Western developed countries' legislation on light pollution predates China,and has accumulated valuable experience in theory and practice.With reference to the regulatory methods of Western developed countries,combined with China's local conditions,the relationship between economic development and environmental protection is well coordinated.Promoting light pollution protection legislation is unstoppable.To build an integrated system of light pollution prevention and control,we should first choose the appropriate legislative model.Due to the characteristics of the distribution of light pollution and the limitations of scientific and technological means to prevent and control light pollution,local autonomous legislation is the best choice.Secondly,the lack of public awareness of light pollution has become a major obstacle to the prevention and control of light pollution.To guide the participation of all people and to promote the various hazards that light pollution may bring is an important principle that China's light pollution legislation needs to establish at this stage.Third,because the outdoor environment is a relatively complex environment,the superposition of multiple different light sources will cause completely different effects,so it is not only possible to consider the influence of a singlelight source,but to establish a light environment impact assessment system.Finally,separate laws on the prevention and control of light pollution are formulated separately,and different government departments are coordinated to reasonably protect light pollution.Through the above measures,an integrated system of light pollution prevention and control will be formed,and beneficial exploration of light environment optimization will be carried out to finally achieve people's healthy and safe living conditions.
