At present,the pollution caused by the discharge and leakage into the marine environment during the exploitation,transportation,loading and unloading of offshore oil or its refined products has become a worldwide serious marine pollution.Therefore,make full use of the existing monitoring methods in our country to obtain the monitoring data of the oil spill area in a timely and accurate manner,and to quickly and effectively analyze and process the returned data,so that marine personnel can take reasonable and effective measures to remove oil pollution.It is very necessary to improve the water reaction capacity and reduce marine pollution.This paper combines the special monitoring environment at sea,starting from the actual project needs,making full use of the Beidou satellite navigation system technology independently developed by China,combined with buoy tracking technology and drone aerial photography technology,to design and implement a marine overflow based on Arc GIS Server The oil monitoring system can realize dynamic monitoring and three-dimensional monitoring of offshore oil spill areas.The specific content of this article is as follows:Firstly,taking the Maritime Safety Administration's oil spill supervision platform project as the development background,in-depth analysis of the problems in the current offshore oil spill supervision system is aimed at improving the real-time data transmission efficiency,tracking and locating the direction of oil spill diffusion,and visualizing the statistical results of data To conduct demand analysis and technical analysis of the offshore oil spill supervision system,and propose the overall scheme design of the offshore oil spill supervision system based on Arc GIS Server.Secondly,according to the three-dimensional monitoring method consisting of buoys,drones and monitoring stations,a distributed construction scheme that multiple servers jointly serve is proposed to deal with massive data.Develop and deploy Alibaba Cloud 's IOT platform and live video services to realize real-time transmission of drone Pos data,buoy acquisition data and drone aerial video,and forward it to various clients for display;using Arc GIS Server as an electronic chart application platform,It implements centralized management of chart-related functions on the server and supports multi-user chart applications;it is based on Tomcat as a web server and is responsible for receiving the request information sent by the client and forwarding it to other corresponding servers.This solution makes full use of system resources and solves the shortcomings of single server's insufficient performance and not easy to expand.Finally,with user experience as the core,on the premise of meeting the feasibility of the system,realize each functional module of the system,use the Arc GIS API For Java Script front-end development framework to implement the operation of the client-related chart function,and use the Echarts front-end technology to realize the data Visual display of statistical analysis results.After the development of the entire system is completed,a test environment based on the ECS of the cloud server is built to conduct a comprehensive test of the system's functionality and non-functionality.A large number of test results show that the offshore oil spill monitoring system based on Arc GIS Server proposed in this paper effectively solves the shortcomings of the traditional scheme,and has great advantages in real-time data transmission,server processing performance and data visualization Improvement.
