Marine oil pollution has a great threat to the marine ecological environment,it determines the survival and development of mankind directly. With the ongoing development of industry of society, exploitation and transportation of marine oil are increasing, and the frequency of the oil spill are also rising. Prediction system of oil spill has become an important research area around the world.The development of geographic information system provides the more GIS data, and makes prediction of oil spill become a reality in the real geographic environment. The development of computer technology not only improves the speed of data computation and storage in prediction of oil spill, and but also realizes the visualition of prediction of oil spill. This article makes a research about the development problem of prediction system of oil spill.First, the basic principle of cellular automata and electronic chart is introduced, and the characteristics of them are analysized depthly, and the three benefits about their combination are deduced:electronic chart makes the building, analysis and processing of cellular automata more flexible, electronic chart provides the data for cellular automata; electronic chart provides a visual interface for the modle results. As a result, the feasibility of the prediction of oil spill by use of the combination between cellular automata and electronic chart is deduces.Second, the oil spill model of cellular automata and electronic chart are combined, and the parameters such as the cell space, the cell size, the cell state, transformation rules and time step.and so on are defined, and the three dimensional electronic chart-cellular automata oil spill model. In the transformation rules of the modlel, the unconditional wind velocity is introduced into the model in order to solve the difficulties of the actual measuring sea; the impact to transformation rules of tide in the vertical direction; the actual quantification of evaporation factor is realized by use of evaporation rate to sovle the problem that the evaporation rate constant valve can not be detemined in the original model. The building of EC-CA Oil spill Model realizes the application by geographic information system technology and cellular automata technology oil spill in prediction.Then, this article studies the method of marine environment data model based on the requirement for prediction of marine oil. It includes the generated way of three-dimensional topography based on the electronic chart data, and the program of getting tide data by marine environment database, and the marine environmental data model is constructed by NetCDF technology, according to the characteristics of diversity and glut of marine environmental data. The basement is given for the exploition of prediction system of oil spill.Finally, marine oil spill predictive system is designed and implemented detailly based on the scheme of three-dimensional terrain extraction and the generated program of trend data and marine environmental data modeling techniques described previously. The system can make marine spatial data, and the marine environment data and oil spill model of cellular automata integrated, and the oil spill prediction and display are realized. The test results show that the system has a definite practical value in the case of wind speed of sea surface.
