China has become the world's largest oil importing country and second largest oil consuming countries,with the proportion of oil importing country reaching 68.53% of total consumption.This means that if China's economy wants to develop rapidly,it must rely on the international oil market and use overseas oil resources as energy support to solve the domestic oil shortage and ensure the stable growth of the national economy.Overseas drilling engineering plays an important role in oil and gas exploration and development.It is a systematic engineering with high investment,high profit,high risk and high technology.These characteristics determine that there are a lot of complex,uncertain and hidden risks in every link of drilling engineering.Therefore,the risk management research of overseas drilling projects has important practical significance for other similar projects of drilling enterprises in China.Based on the research of literature at home and abroad and risk management,this paper analyses the risk characteristics and potential risk sources of overseas drilling K project at the emergence stage through macro and micro levels.Based on this,this paper identifies six kinds of 17 risk elements by Delphi method,including technical risk,natural risk,social risk,political risk,economic risk and management risk.After screening and optimizing with the questionnaire of experts and scholars on the front line,it determines the weight of indicators at all levels,and finally constructs a risk evaluation index system with six first-level risks and 17second-level risks.Then the existing risk assessment methods are analyzed and compared.According to the characteristics of overseas drilling project risk,expert scoring method and fuzzy comprehensive method are selected.An empirical analysis of overseas drilling K project is carried out.The preliminary evaluation based on expert scoring method and quantitative evaluation based on fuzzy comprehensive method are carried out.The analysis results prove the effectiveness and reliability of the evaluation method.Finally,according to the risk characteristics of offshore drilling K project,we can effectively deal with such high risks as economic risk,project risk mitigation and risk taking.
