High Quality Manufacturing is the only way to improve product quality for China.As a key industry for the implementation of High Quality Manufacturing,machine tool industry is essential to national defense and the people.However,the current research lacks a scientific and reasonable evaluation of the high quality manufacturing level of machine tools,and also lacks an evaluation of the development efficiency of high quality machine tools.The lack of these researches is not conducive for policy makers to establish a correct understanding of the development of high quality machine tool manufacturing in China,and then take targeted policy recommendations to improve the high quality manufacturing level of China's machine tools.This paper mainly conducted the following three aspects of research:First,an evaluation index system for high quality manufacturing of machine tools was built to reasonably and scientifically evaluated the development level of China's machine tools high quality manufacturing in terms of quality benefits,quality image,and development potential.Secondly,a high quality manufacturing path analysis model of machine tools based on the structural equation model was constructed to help study the influence paths between high quality manufacturing indicators to determine the internal and external factors.Finally,a data envelopment improvement model based on the combined constraint cone was constructed,while maintaining the objectivity of the DEA model,while embodying the differences in the importance of the indicators,and evaluating the development efficiency of high quality manufacturing of China's machine tools.The research results show that: First of all,the level of high quality manufacturing of China's machine tools is still very low.At the same time,China's machine tools perform well in terms of development potential,but their performance in terms of quality benefits and quality is not satisfactory.Secondly,in the high quality manufacturing evaluation index system of China's machine tools,quality image and development potential are exogenous impact factors,and quality benefits are endogenous impact factors.Exogenous impact factors as inputs have varying degrees of impact on endogenous impact factors as outputs.Finally,the improved DEA method based on the combined constraint cone has been proposed to effectively solve the problem that too many decision making units become DEA effective in traditional DEA model.Meanwhile,the method reasonably evaluates the development efficiency of high quality manufacturing in China's machine tool industry,and finds out the direction for improving the development efficiency of high quality manufacturing in China's machine tool industry.
