Since 2000,my country's energy demand represented by coal has increased significantly,coal enterprises have entered a period of accelerated expansion,and their production capacity has continued to expand.This has also led to the gradual saturation of the coal market and increasingly fierce competition.Many large coal companies have begun to seek transformation and development.As a comprehensive multi-functional management tool with advanced planning,stable control operation,incentive evaluation,etc.,comprehensive budget management is widely used in enterprises.However,in practice,the drawbacks of over-reliance on financial indicators and ignorance of the long-term development goals of the enterprise have also been exposed.XK Group is a state-owned coal company that has faced tremendous operating pressure in recent years.It is currently in a critical period of "listing" and urgently needs to improve its management capabilities and achieve high-quality development.This topic takes XK Group as an example,fully considers the particularities of coal companies,and builds a comprehensive budget management system based on the balanced scorecard,which provides assistance for the sustainable development of XK Group and also provides a reference for the overall transformation and upgrading of the coal industry.This article first summarizes the theory of comprehensive budget management and balanced scorecard and domestic and foreign research literature,clarifies the research framework and problems to be solved,and theoretically analyzes the feasibility of the combination of the two.Secondly,it analyzes the current status and existing deficiencies of XK Group's comprehensive budget management,uses SWOT analysis to determine XK Group's internal strengths,weaknesses,and external opportunities and challenges,and uses strategic maps to decompose XK Group's strategic goals,according to the four balanced scorecards.The interrelationship between the dimensions has formulated the XK Group budget indicator system,and calculated their respective weights using the analytic hierarchy process.Then,in order to integrate with the new indicator system,the budget management implementation plan was optimized from the perspectives of the organizational structure,preparation,execution,adjustment and assessment of the budget,and the XK Group comprehensive budget management system based on the balanced scorecard was established.And take 2020 as an example to apply the new comprehensive budget management system specifically.On this basis,design corresponding safeguard measures for the implementation of the system in terms of personnel training,information construction,and system improvement.Finally,summarize the research conclusions of the full text and look forward to further research.
