With the deepening of power reform,environmental protection and energy conservation has become an important guiding principle for the structural adjustment of China's energy industry.This has greatly accelerated the upgrading of domestic heat-engine plant and stimulated the market demand for thermal power equipment.The electric market competition is becoming fiercer,if thermal power plants want to get a place in the competition,they have to improve the competitive power of enterprises.Among various post types in thermal power plants,operation post is responsible for the basic core work such as production scheduling and unit operation,which could ensure the normal operation of heat-engine plant.It is a core task to accurately evaluating the operational positions performance,which can not only reasonably evaluate whether the company can complete the work performance,but also help the company to tap talents and establish a professional operation team for the company.This core group will grow with the company,improving its competitiveness and profitability.This paper takes the operation posts of SZ heat-engine plant as the research object,expounds the related concepts and theories of performance assessment and the research status at home and abroad,summarizes the basic situation of SZ heat-engine plant,the definition of operation posts and the current situation of performance assessment system,interview method and questionnaire survey method to analyze and find out,there is mismatch between performance appraisal positioning and enterprise development strategy in performance appraisal system of operational posts,employee involvement in performance planning and assessment criteria is low,the design of performance appraisal index system for operational posts is unreasonable,the setting of assessment subject is unreasonable,poor performance communication and feedback between supervisors and subordinates,there are many problems such as insufficient application of performance appraisal results,on the score of that management doesn't pay enough attention to performance appraisal of operational posts,the performance assessment skills of the performance assessment working group of the Ministry of Power Generation are insufficient,and the communication and feedback mechanism for performance is not established and improved within the Ministry of Power Generation.Then,guided by relevant theories of performance assessment and referring to relevant research literature thoughts,the paper clarifies the principles to be followed in improving performance assessment system of operational posts and puts forward improvement countermeasures for performance assessment system of operational posts,revise assessment positioning,ensure matching with development strategy,improve participation of staff performance indicators and standards,improve performance assessment index system for operational posts,improve the main body and scoring weight of performance assessment for operational posts,improve performance communication mechanism,and strengthen the application of performance assessment results.In order to ensure the smooth landing of the improved assessment system,it is suggested that a series of safeguards should be taken,such as strengthening organizational leadership,improving rules and regulations,and creating a corporate culture for performance appraisal.
