On Contingency Management Of Major Production Accidents In Jiangsu Province

Safe production is a key factor to protect people’s lives and property safety,is a prerequisite for healthy and sustainable economic and social development,is an important cornerstone of maintaining social stability and harmonious development.Event of a major accident will bring more safety to life and property safety of disastrous effects,and handled properly and may create instability,causing social unrest.Since the reform and opening up,China to maintain sustained,high-speed development,the domestic production safety is also facing a severe test,time of major production safety accidents have occurred,work safety,production safety accident emergency management of the whole society’s attention to hot spots.Jiangsu province as the largest economy,has been in the party committee and government level,both for production safety work gave high importance to production safety accidents and the number of deaths each year two indicators to achieve "double down",maintained the overall production safety work stable,year after year the situation for the better.However,the security and emergency management work is still there is a big room for improvement,and especially of Kunshan City,"8.2" accident,but also for its wake-up call to step up a sound and comprehensive safety and emergency management system,do a good job "prior" production safety accident prevention at the same time,make great efforts to grasp the "things","after" safety and emergency management,in order to minimize losses.Based on this background,this paper examines the current research in related fields,the situation of the domestic production safety accident emergency management,major production safety accidents emergency mechanism research findings and theories of the sort,describes the production safety accidents,production safety connotation of emergency management,and other features.With the crisis management in the life cycle theory,fully integrated model theory of crisis management in process theory and crisis management on the basic situation of major industrial accidents in Jiangsu Province,the situation facing summarized,while Kunshan City,Jiangsu Province,"8·2" in order to investigate the accident sample of this major production safety accidents in-depth research on the underlying causes which exposes emergency management issues for analysis.Combining the US Three Mile Island accident,the US Massey Energy coal mine explosion,and Tianjin "8·12"incident and Qingdao,"11·12" Sinopec pipeline deflagration accident,summary of major production safety accidents emergency management at home and abroad successes and failures,in order to provide reference for the province of major accidents in production management.In this study,the process of crisis management and crisis stage theory of the life cycle theory,the province’s production safety accident emergency rescue work is divided into before,during,and afterwards to the different stages of the analysis and recommendations.This paper reviews the use of management,economics,and social security and other disciplines of knowledge,theoretical and practical experience combined.In this paper,the literature research,empirical analysis,case analysis,comparative analysis and other research methods,through four case comparative analysis of the basic situation of major domestic and foreign production safety accident emergency management,concise successful experience.The last article in reference various theories based on the combination of Jiangsu reality,from improving prevention and preparedness mechanisms,improve the information disclosure mechanism,improve emergency response and handling mechanism,improve the post-reconstruction and rehabilitation mechanisms in four areas,initially proposed to build and system level emergency management mechanism of modern social and economic development of Jiangsu Province,to adapt,to provide suggestions to enhance the emergency management of major accidents in production of Jiangsu Province.
