The scale of chemicals industry in Yunnan province is growing up. Nowadays, China-Myanmar oil and gas pipelines are constructing. After10million tons of oil/year refining Project of PetroChina Yunnan has completed. Petroleum and Chemical Industry in Yunnan Province will be a new economic growth point, and will become one focus of the province’s economic development pillar industries. The properties of dangerous chemicals is hazardous, as well as the specific hazards during the production process, are easily lead to the fire, explosion, toxic leaks and other major industrial accidents, are severely threat the people’s lives, property safety and living environment.How to strengthen the emergency management, to prevent and control the potentially major accidents of hazardous chemicals, to reduce or control the impact of its loss, to ensure safety production and social stability for realize the coordinated and sustainable development of the chemical industry. The above are the major issues be concerned by levels of government increasingly and need to resolve urgently.This paper based on the safety accident emergency cases of dangerous chemicals for conclusion the status of construction of legal system, management system and operational mechanism and construction of emergency plans and so on during the safety accident emergency management of dangerous chemicals in Yunnan province. Combine with crisis management theory, multicenter system and accidents cause theory together to analyze internal questions and causes. At the same time, introduce the experience of emergency management from both domestic and overseas. In order to promotion the safety accident emergency management of dangerous chemicals in Yunnan province. I will stand on the view of the government to put forward some measures as follow: firstly, strengthen the government’s responsibility and training the crisis management awareness. Secondly, Bettering the legislation standard system construction. Thirdly, optimize emergency management system, to build up a body of diversified crisis governance. Fourthly, strengthening the public opinion management and improving the mechanism platform of information distribution.fifth, application the advanced science&technololgy and all kinds of methods in management to improve the integrated emergency management system.sixth, improve the emergency planning system.seventh, improve the foundation to build the emergency rescue base of dangerous chemicals in Yunnan province.
