| The atmosphere has a very strong fluidity,with a fast spreading speed,and a wide range of influences,it makes that the pollution cannot be controlled individually.In addition,the division of administrative divisions in China is the result of comprehensive considerations of political,economic,ethnic,national defense and other factors,rather than considerations of the region simply.Therefore,the problem of atmospheric pollution is naturally cross-domain,making this problem always accompanied by conflicts and cooperation between local governments.The first part,through literature research,clarifies the concept of inter-governmental cooperation and air pollution,and determines the theoretical basis for the research,and makes it clear that the research content and problems of this thesis are:To study the development and process of inter-governmental cooperation in air pollution control with cross-domain governance theory and inter-governmental governance theory,and try to find out the specific process of inter-governmental cooperation in the current regional air pollution control through a more in-depth understanding of the specific process of inter-governmental cooperation.Finally,in response to the dilemma and problems of the summary of the study,relevant policy recommendations are proposed to improve the mechanism.The second part selects the case of inter-governmental cooperation between Beijing-Tianj in-Hebei and the Greater Pearl River Delta region,focusing on the differences between the characteristics of the inter-city cooperation mechanism of air pollution and the governance process in these two cases.The study found that the Beijing-Tianj in-Hebei regional cooperation mechanism is characterized by central leadership,which reflects the deepening of vertical authority,such as the transformation of the "Beijing-Tianj in-Hebei and surrounding air pollution prevention and control collaborative group" to the "leading group",and regional specialized agencies.Under the operation of this cooperation mechanism,the advantages of regional air pollution control are reflected in the two aspects of low transaction cost and high management efficiency.Correspondingly,its governance dilemma includes game dilemma and administrative dilemma;the cooperation mechanism of the Greater Pearl River Delta region is characterized by local Autonomy reflects the strengthening of horizontal linkages,such as the establishment of a joint conference mechanism and the signing of an intergovernmental agreement.Under the operation of the cooperation mechanism,the advantages of regional air pollution control are reflected in the low cost of governance and the flexibility of the mechanism.At the same time,its governance dilemma includes both transaction costs and opportunistic risks.In the third part,through the comparative analysis of the inter-city cooperation cases of air pollution control in the two regions,from the contrast difference,the"ISGPO" model is used to explain the different inter-governmental cooperation mechanisms in the two regions.The study found that the cooperation mechanism between Beijing-Tianjin-Hebei and the Greater Pearl River Delta region is significantly different in power allocation relationship and governance performance:in the power allocation relationship,the former presents the characteristics of the vertical power structure led by the central government and the ministry,while the latter reflects the characteristics of horizontal management structure promoted by local governments and independent association;in the performance of governance,the former has a phenomenon of deviating from the performance of the government,while the latter is not obvious.At the same time,both regions have problems of internal division of inter-governmental cooperation due to the imbalance of regional economic development.Based on these findings,the problems of inter-governmental cooperation mechanisms in regional air pollution control in China are deeply analyzed,including the power level.the economy level and the legal level.The fourth part,based on the comparative analysis of the model characteristics and mechanism dilemma,combined with the actual situation of China’s administrative system and local politics,puts forward several policy recommendations to improve the inter-governmental cooperation mechanism of air pollution control in China:First,the power level,apply The mechanism of "embedded" flexible governance to promote the organic combination of central authority and local independent governance,and adopts a phased and combined approach to ensure the organic integration of vertical authority and horizontal cooperation.Second,the economic level,to promote the solution of the regional development gap with industrial planning adjustment and the interest compensation mechanism,so as to alleviate the basic contradictions and obstacles of inter-governmental cooperation;the third is the legal level,focusing on the intergovernmental agreement,with the regional legislative work and additional default clauses to strengthen the supervision and restriction of inter-governmental cooperation.Furthermore,empowering the corresponding institutions is needed to enhance the management ability of inter-governmental agreements and clear the channels for solving disputes. |
