In recent years,air pollution has become the most prominent and most concerned environmental problems in China.With the introduction of atmospheric quality indicators such as PM2.5,public attention to environmental issues has rapidly increased.The Communist Party of China and the Chinese government have given unprecedented attention to the prevention and control of air pollution and tried to control the atmosphere through various means.The main study method of this thesis are as follows: case study method and literature research method.Firstly,it discusses the origin of regional public governance based on the dilemma of collective action and the tragedy of the commons.From the perspective of regional public governance,it discusses two ways of regional public governance—inter-governmental cooperation and collaborative governance,the former refers to cooperation between government entities,and the latter mainly refers to cooperation between the state and society.Secondly,it describes the background and current situation of air pollution prevention and control in Beijing-Tianjin-Hebei,and attempts to outline the existing environmental governance pattern in China from the two dimensions of vertical and horizontal government relations and relationship between state and society.The author found that the current Beijing-Tianjin-Hebei air pollution control is mainly led and promoted by the central government.The means used by the central government include agency embedding,special fund support,administrative subcontract,number management,strict accountability mechanism and environmental supervision.To a certain extent,Beijing-Tianjin-Hebei air pollution control has the characteristics of campaign-style governance.The few regional joint defense joint controls between local governments have also made slight progress under the strong involvement of the central government.In addition,non-government entities have played a certain role in Beijing-Tianjin-Hebei air pollution control,but overall,they still lack participation and lack institutionalized channels of participation.All in all,the investment in the prevention and control of air pollution in Beijing-Tianjin-Hebei is great but has not achieved the desired results.Through further research,the author found that there are two main reasons for the lack of expected results in the prevention and control of air pollution in Beijing-TianjinHebei: Firstly,the high regional heterogeneity makes it difficult to promote BeijingTianjin-Hebei cooperation;Secondly,it is different from other public affairs.The liquidity of air pollution requires joint prevention and control between regional and local governments.Our traditional territorial management model and competitive local government relations make cooperation difficult to advance.In the last part of the paper,combined with the experience of air pollution prevention and control in foreign countries,the paper puts forward some suggestions for the improvement of air pollution prevention and control in China.The author believes that the problem represented by air pollution prevention and control requires us to continuously innovate and change the environmental governance model,and promote the local government relations gradually move from competition to interaction and cooperation on regional environmental governance issues;we must continuously open the channels for people to participate in environmental governance and promote the environment governance moves from a single government entity to a multi-governance entity.
