In 2014,the coordinated development of the Beijing-Tianjin-Hebei region was included in the national major development strategy.With the deepening of the regional integration process,industrial agglomeration and the integration of urban agglomerations have caused serious air pollution in the Beijing-Tianjin-Hebei region.Combined with special climatic conditions and geographical location,the Beijing-Tianjin-Hebei region is regarded as one of the most polluted areas in China.The “negative-externalizative” and “regional” characteristics of air pollution makes regional inter-provincial collaboration to be an inevitable choice.In this context,inter-governmental cooperation has quietly emerged in the air pollution control of the Beijing-Tianjin-Hebei region,and a mechanism for inter-governmental cooperation has been initially formed in the practice of air pollution control.Based on the logical idea of "evolution-problem-cause-solution",this paper takes the historical evolution of inter-departmental collaboration as the starting point of research.On the basis of four connotations of inter-governmental cooperation mechanism,the fragmentation dilemma and its internal causes are examined.Through the analysis of the institutional environment and local government,there are two main reasons for the dilemma of inter-departmental collaboration.First of all,the relationship between the block and the rigid division of the administrative region not only caused the Beijing-Tianjin-Hebei region to have different understandings of the objectives of air pollution control,but also led to the fragmentation of air pollution control functions and governance resources.And the performance appraisal mechanism and the strong incentive environment created by the cadre tenure system make the local government more competitive,not cooperative.Second,due to the lack of regional interest coordination and compensation mechanisms,there is a lack of internal motivation for local government and departments in the Beijing-Tianjin-Hebei region.Aiming at the fragmentation dilemma of inter-city cooperation in air pollution control in Beijing-Tianjin-Hebei region,this paper introduces the holistic governance theory asthe framework for solving the dilemma.Above all there are three holistic solutions to solve the dilemma.First,strengthening and deepening the inter-government,inter-departmental and inter-collaboration relationship between government and multi-subjects.Second,improving assessment and supervision system;Third,improving laws and regulations in order to provide reference for the improvement of the inter-city cooperation mechanism of air pollution control in Beijing-Tianjin-Hebei region.
