Since the 1990 s,the means of trade protection have gradually changed from traditional tariff measures to more flexible and hidden non-tariff measures,of which anti-dumping is the most serious.According to the statistics of WTO,India is the country with the largest number of anti-dumping investigations against the world and the country with the largest number of anti-dumping investigations against China,among which chemical products encounter the most frequently,which affects the domestic chemical industry of China and the sustainable development of China India relations.In view of this,it is of great theoretical and practical significance to study the current situation,influencing factors and Countermeasures of India’s anti-dumping of Chinese chemical products,so as to reduce the increasingly serious anti-dumping actions.Based on literature analysis and professional theory,this paper summarizes the anti-dumping situation of India’s chemical products in China from 1994 to 2018,discusses and analyzes the reasons for this situation from four aspects of economy,politics,industry and other relevant factors,and selects 11 influencing variables to establish a regression model to test the specific impact on the anti-dumping intensity of India’s chemical products in China Ring the situation.The results show that both political and industrial factors have a certain impact on the intensity of anti-dumping.Among the political factors,India has trade deflection effect on China’s anti-dumping of chemical products,and it will strengthen the anti-dumping intensity.Among the industrial factors,the relative dominant comparative advantage and the growth of intra industry trade index will also strengthen the anti-dumping intensity.Among them,considering that the influence of economic factors is not significant is caused by the instability of economic variables.In addition,the co integration test of time series is used to further study the relationship between economic factors and anti-dumping intensity.The results show that at the significant level of 5%,the unemployment rate,trade balance,import penetration rate are positively correlated with the intensity of anti-dumping,while the economic growth rate is negatively correlated with the currency exchange rate of China and India.The contribution rate of economic factors to the anti-dumping intensity in different periods is examined by variance decomposition.The order is basically the same: China India currency exchange rate > India economic growth rate > import penetration rate > unemployment rate > trade balance.Using impulse response to analyze the dynamic influence of economic factors on the intensity of anti-dumping,it shows that the influence of economic factors on the intensity of anti-dumping is mainly concentrated in the early stage and has little fluctuation.Finally,combined with the empirical test results and theoretical analysis,the corresponding countermeasures and suggestions are put forward from the perspective of government,industry and enterprise.
