The Research Of Agricultural Non-Point Source Pollution Control Based On Industrial Chain

Since twenty-first Century,with effective control of the point-source pollution such as urban domestic sewage and industrial wastewater,the harm of agricultural non-point source pollution has become increasingly prominent.The great achievements made in development of agriculture in China are largely dependent on the input of a large number of production materials and the cost of the environment.As a rational economic man,in order to the maximize their own economic interests,farmer make heavy use of agricultural chemicals such as pesticides and chemical fertilizers in agricultural production,causing serious agricultural non-point source pollution.Agricultural non-point source pollution has become more destructive and has become the main source of water and soil pollution in China,it affects the quality and safety of agricultural products and threatens the health of human body.Agricultural non-point source pollution is mostly produced by the farmers’production behavior of farms,The policy measures to control non-point source pollution can only be produced by farmers’ acceptance and changing the way of production behavior of farmers.Therefore,it is more effective and practical to study the treatment measures of agricultural non-point source pollution from the aspect of changing the production behavior of farmers.However,the large number and scattered distribution of farmer in China make it difficult to regulate farmers directly.Therefore,from the aspect of industry chain,based on the quality standard of government subsidies and products quality standards,this paper tries to change the mode of production of farmers by policies for pesticide and chemical fertilizer producers or agricultural products dealers,so as to achieve the purpose of controlling agricultural non-point source pollution.The main contents of this paper are as follows:Firstly,by studying a large number of domestic and foreign literature on agricultural non-point source pollution,the concept of industrial chain and the agricultural industry chain,influence the behavior of farm households on agricultural non-point source pollution,governance of agricultural non-point source pollution problems and treatment measures,summarizes and reviews of agricultural non-point source pollution control and classification tools the related literature,and combined with the practical significance of the topic of this paper is put forward.Secondly,study on the standard of government subsidies and policy how to effectively in the agricultural industry chain play change incentive role of peasant household production mode,trying to explore the mechanism of agricultural non-point source pollution control policy from the perspective of industrial chain,in order to provide theoretical guidance for the control of agricultural non-point source pollution.Based on this,in the pesticide and fertilizer market,this paper analyzes how the government subsidy policy promotes the decision making of pesticide and fertilizer producers and farmers to reduce agricultural non-point source pollution.In the agricultural product market,it analyzes how the quality standard policy can urge the farmers to produce t agricultural products that meet the quality standard,and the higher the farm produce quality is,the more environmentally friendly production methods the farmers will take to reduce the environmental pollution when they are in production.The research conclusions are as follows:in the chemical fertilizer market,government subsidies adjustment factor and the level of green pesticide and fertilizer subsidies will increase the threshold of pesticide and fertilizer producers and farmers to increase profits,promote the production and use of pesticides and chemical fertilizers,pesticides fertilizer producers and farmers a higher level of green degree.In the market of agricultural products wholesale market,or increased government will encourage farmers to produce safe agricultural products that do not conform to the quality standard of agricultural products in the production of fine,farmers use more green fertilizer and pesticide,and the degree of integration of farmers and agricultural products dealers is higher,more can promote the farmers to meet the quality standard of agricultural products.Based on this,this paper proposes to enhance the environmental awareness of farmers,increase the punishment of government financial subsidies as well as to the production of safe agricultural products,encourage farmers and agricultural distributors to establish more closely,so as to control the agricultural non-point source pollution.
