In recent years,with the acceleration of agricultural modernization,information and intelligent process,the deterioration of agricultural environment has become the main bottleneck restricting the construction of rural ecological civilization and economic development.Which development of rural China is seriously affected.According to the first national census bulletin,China’s total emissions of nitrogen and phosphorus are about 275,000 tons and 285,000 tons,among them,the agricultural sources accounted for 57.2%and 67.4%respectively of nitrogen and phosphorus.It can be seen that agricultural source emission has become the main source of pollution in China from the quantity scale.The problem is very serious.To this end,the government has issued a series of related policies.And gradually build the policy tool system for the pollution control of agricultural non-point source,including command control,economic incentive,and public participation.But because these policies involve the economic interests of farmers and local governments,so when the central government is putting a lot of energy and money into it,other stakeholders have not formed a consensus to deal with the agricultural non-point source pollution.So,analyzing the behavior of participants in the treatment of agricultural non-point source pollution,exploring the applicable conditions and mechanism of the policy tools for agricultural non-point source pollution control.And analyzing the effect and relative contribution of China’s agricultural non-point source pollution control policy tools.which can lay a theoretical foundation and provide practical guidance for managing the pollution of agricultural products.First of all,on the basis of evolutionary game theory and existing research.we establish a three-way game model,and summarize the applicable conditions of different types of agricultural non-point source pollution control policy tools by analyzing the stability condition of evolution equilibrium.Then on the basis of the sub-dynamic system and MATLAB numerical simulation technology,we analysis deeply the mechanism of different types of governance policy tools in China’s agricultural non-point source pollution control action.The results show that:in adverse evolution,the farmer does not take the initiative to take the governance behavior,and according to adjust the relative parameter values of the policy tool of agricultural non-point source pollution control policy,and we find out if you want to get the system out of the way and form a good governance situation the key is to get farmers to get real benefits.Which requires a series of strategies of guidance,support,supervision and punishment,and public’s active participation.And different types of agricultural non-point source pollution control policy tools have different application conditions.Secondly,on the basis of previous studies,we establish the influence factor model of agricultural non-point source pollution intensity containing the variable of policy tools for different types of agricultural non-point source pollution control,and do the metering analysis using panel data.The result shows that:there are no obvious contributions and results in the policy tools of China’s agricultural non-point source pollution control.And we compare the relative contributions of command control,market incentive and public participation policy governance tools,and find that the relative contribution was about 4:5:1,so the public participation governance policy tools are largely unhelpful.On that basis,and combining the analysis of the application conditions and mechanism of non-point source pollution in agriculture,we explore the problems that may exist in the process of non-point source pollution control in China.Then some scientific and reasonable governance policy Suggestions are put forward:Refining the laws and regulations related to pollution control of agricultural on-point source and improving operational function;Establishing a specialized agricultural non-point source pollution management mechanism and clearing responsibility mechanism;Establishing a geographic information system to monitor and evaluate agricultural non-point source pollution;Raising funds for the management of agricultural non-point source pollution from various sources;Establishing the negative penalty incentive mechanism for agricultural non-point source pollution;Creating a guide platform for the management of agricultural non-point source pollution;Increasing the education,guidance and publicity related to the pollution of agricultural non-point source pollution;Constructing the complex and diversified agricultural non-point source pollution control system.In the end,we summarize and think about this article,and look forward.
