Study On The Government Supervision Of The Centralized Treatment Of BOT Food Waste In Qingdao

With the continuous development and progress of the times,the problem of environmental pollution has attracted more and more attention from a wide range of people.In recent years,Qingdao,as a famous tourist attraction city in Shandong Province,has made considerable achievements in the construction of environmental civilization and ecological civilization.But we also see that with the economic development and the catering industry becoming bigger and stronger,the production and discharge of urban kitchen waste is also increasing year by year.But the government is short of funds to solve the problem of kitchen waste,and BOT model can be used to solve this problem,so the use of BOT model to run the City kitchen waste treatment project has become the top choice.However,due to the short introduction time and the lack of relevant experience of the government,there are still some problems in the supervision and management system of BOT project for urban kitchen waste disposal.These problems seriously affect the normal operation and operational efficiency of the project.If the Qingdao Municipal Government can not make positive changes to the existing government supervision in a timely manner,the project is likely to fail,which will damage the vital interests of the people.Therefore,in order to improve Qingdao Municipal Government’s supervision of kitchen waste treatment BOT project and solve the problems existing in supervision,it is necessary to summarize and analyze the problems,find out the internal causes of the problems,and propose appropriate solutions and measures,so as to make Qingdao environmental and ecological civilization construction step forward.If we want to speed up our efforts,we will be able to protect people’s legitimate rights and interests in a rational and effective way.This paper is divided into five chapters to elaborate,the first chapter is the introduction of the paper,starting from the relevant background and significance of this study,and then introduces the research status of the article at home and abroad,and then summarizes the research ideas and specific research characteristics of the article,so that people can clearly know the text.The second chapter mainly introduces the development experience,development status and specific parameters of the BOT project of Qingdao kitchen waste treatment,and describes and analyzes the government’s supervision content and supervision practices of the project;the third chapter is mainly based on the actual situation.In this paper,the author concretely summarizes and analyzes the specific problems of government supervision in the whole process of construction and operation of the project,and analyzes its internal reasons.We can see that there are more or less problems in the process of access,construction,operation and transfer of the project,such as the lack of effectiveness of project operation supervision,the long process of administrative examination and approval.A series of problems,such as the complexity,the high quantity of the project,the unreasonable distribution of the kitchen waste collection and storage facilities,the contradiction of the project fee pricing and so on,are mostly caused by the government’s inadequate supervision;Chapter 4 mainly analyzes the problems and reasons of the government’s inadequate supervision and puts forward the improvement of the project government’s supervision and management.The fifth chapter is the specific design of the improvement scheme;the fifth chapter is to propose other safeguard measures to promote the improvement of project supervision can be effectively implemented in place and put forward escort suggestions for the improvement of project supervision;the last chapter is the conclusion of the paper,which summarizes the whole content of the paper,and on this basis.The future of government regulation in the future is prospected.
