Research On Environmental Integrity Management Of Drinking Water Sources In Hainan Province

In Hainan,the pollution problem of drinking water resources that across administrative areas is becoming increasingly serious。It will increase the risk of drinking water pollution.Chitian reservoir was built in the northeast of Sanya city and the south of Baoting county,across Sanya and Baoting.Located at the middle-upper part of Tengqiao river,Chitian reservoir accounts for about 60% of Sanya’s water supply.From the perspective of public administration,this paper analyzes the problems and causes of the protection of Chitian reservoir by Holistic Governance analysis framework.There are several causes of the problems in headwaters resource protection of Chitian reservoir.First,local governments under the pressure-model-system has limitation on cooperate.Second,the divided management system has limited in headwaters resource protection.Third,there are shortcomings in the cooperation mechanism between local governments,and so on.According to the analysis in headwaters protection of Chitian reservoir,this paper puts forward the overall strategy of drinking water source management from four aspects.First,to establish common values among different governing subjects.Second,deepen cooperation mechanism between among different governing subjects.Third,to build a platform for the participation of diverse social forces.Fourth,to build a data platform by information technology to achieve holistic governance.Finally,this paper explores the way to improve the “river chief system” by Holistic Governance.
