Research On The Holistic Governance Of Water Pollution In Wanfeng Lake

Wanfeng Lake,which is surrounded by the three provinces(districts)of Guizhou,Guangxi and Guizhou,has a short period of time,but it ranks among the top five freshwater lakes in the country and is an important source of water supply for the “Pearl River Delta” economic zone.The protection of the river basin's ecological environment is directly related to the production,life and sustainable development of hundreds of thousands of people across the Taiwan Strait,and is related to the stability of the "Pearl River Delta" economic zone.Due to the continuous development of the economy and society in recent years,the Wanfeng Lake Basin is affected by pollution such as aquaculture,urban domestic sewage,industrial and rural non-point sources,and the water quality is deteriorating,coupled with the nature of cross-administrative areas,which poses challenges for local government governance.Under the background of the three major battles of the current pollution prevention and control battle as a decisive victory to build a well-off society in an all-round way,the fight against the clear water as the title of the title puts higher demands on the water pollution control of the Wanfeng Lake Basin.From the perspective of administrative management,this paper uses the overall governance theory as the theoretical tool for the study of water pollution control in the Wanfeng Lake Basin.Through the overall governance theory,it analyzes the four dimensions of the framework: governance concept,organizational structure,operational mechanism and technical system.The current situation,problems and causes of water pollution control in Wanfeng Lake Basin are analyzed.It is found that the current water pollution control in Wanfeng Lake Basin is not perfect due to the differences in local government governance objectives and resource possession,the divisional management system,and the coordination and guarantee mechanism.The reasons for the insufficiency of policy institutionalization are that local governments lack the unified governance concept of the whole basin.The integration function of the main body of river basin governance is limited,the overall coordination and linkage mechanism is imperfect,and the governance methods are fragmented and other governance dilemmas.The management of water pollution in the Wanfeng Lake Basin is valued by local governments at all levels.The realization of local government governance objectives requires further reform and improvement of the system and mechanism.It requires active coordination and cooperation across regional and inter-departmental linkages,and requires the wide integration of social forces.Participation also requires in-depth development and application of information technology.Therefore,it is proposed that the current water pollution governance body should establish a common value concept,establish a unified management authority for the whole basin,integrate multiple cooperative forces,improve the coordination and linkage mechanism,integrate information technology resources,and enrich the overall governance strategy of governance.Solve the fragmentation dilemma of current governance and promote the sustainable development of economic,social and ecological development of the whole basin.
