Research On Agricultural Non-point Source Pollution Prevention Mechanism From The Perspective Of Holistic Governance

Agricultural non-point source pollution affects China's rural ecological environment and restricts the real problems of rural revitalization.In the process of agricultural non-point source pollution control,the main body of governance is dispersed,the governance tools are single,the governance methods are divided,and the governance mechanism is fragmented.It is impossible to form the coordination and overall governance of agricultural non-point source pollution,which is the face of agricultural non-point source management at this stage.main problem.Under this background,how to break through the dilemma of fragmentation governance in the existing agricultural non-point source pollution process,coordinate the multi-governance subject,integrate various governance methods,and construct the overall governance mechanism of agricultural non-point source pollution has become the core issue of this research.However,the existing research mostly focuses on the characteristics,causes,influencing factors,prevention and control of technical means and theoretical basis of agricultural non-point source pollution,and neglects systematic research on the overall synergistic mechanism of agricultural non-point source pollution.Therefore,from the perspective of holistic governance,this paper takes the first batch of pilot cities in the World Bank-financed agricultural non-point source pollution control project as an example,systematically studies the mechanism of agricultural non-point source pollution prevention and control from the aspects of governance subject,governance means and governance tools..This study mainly uses case analysis method,normative analysis method,comparative analysis method and other research methods,based on the specific example of M-type World Bank loan agricultural non-point source pollution control,based on the summary of the results of agricultural non-point source pollution control,The main dilemmas faced by agricultural non-point source pollution control in M city are analyzed,including the imperfect coordination mechanism of governance main interests,insufficient coordination of policy instruments,and imperfect trust system.The main causes of these dilemmas are the "fragmentation"of agricultural non-point source pollution governance subjects,governance methods,policy tools,and interactive trust mechanisms.To this end,the prevention and control of agricultural non-point source pollution should be based on the overall governance,coordinate and integrate agricultural non-point source pollution control subjects,governance methods,policy tools,and interactive trust mechanisms,and build a mechanism for integrating interest synergies and governance means.An agricultural non-point source pollution prevention mechanism consisting of an interactive trust mechanism and a policy tool synergy mechanism.
