Study On The Pilot Policy Of Paid Use And Trading Of Emission Right In Foshan

The report of the 19 th National Congress of the Communist Party of China puts forward a systematic plan for "building a beautiful China".How to speed up the reform of the ecological civilization system and establish a more efficient ecological environment system has become an important issue for governments at all levels.Since the 1980 s,China’s emissions trading work has achieved certain results through institutional exploration and grass-roots practice.On this basis,Foshan carried out the pilot work of emission right in 2017,forming local experience,but at the same time,there are also some problems that need to be summarized and studied by the government and academia.This paper focuses on the research and analysis of some problems faced by the paid use and trading of emission rights in the pilot stage,using the methods of literature analysis,case analysis and comparative research,and puts forward countermeasures and suggestions to improve this policy,so as to achieve the goal of promoting the policy effect to play better.This paper is divided into five parts: the first part introduces the system of paid use and trading of emission rights,systematically combs the academic research results of emission rights trading at home and abroad,and analyzes the importance of establishing the system in combination with the overall situation of China.The second part introduces the current situation of the paid use and trading system of the emission rights in Foshan City,through the case analysis of the specific system formulation in this city,the construction results of the pilot work system are proposed.The third part analyzes the causes and impacts of the four major problems faced by Foshan City’s current policy operation,such as the lack of supporting laws and regulations,the internal linkage of the ecological environment supervision system,the low market activity and the weak post transaction supervision.In the fourth part,based on the analysis of the problems,combined with Foshan’s own pilot experience and reference to some advanced practices,the author puts forward four solutions: to establish and improve the laws and regulations to support the development of green finance,to explore and strengthen the connection between the distribution of emission rights and the business of environmental impact assessment and approval,to cultivate and adapt to the external environment of the emission trading market in Foshan,and to optimize the connection with the environmental management system with the emission permit system as the core.The fifth part summarizes and refines this article and expresses the expectation that the system of paid use and trading of emission right will be further improved and operated healthily in Foshan.
