In the context of global carbon emission reduction,China has proposed that carbon dioxide emissions per unit of GDP will decrease by 60-65% in 2030 compared with2005,while according to statistics,the carbon emissions of the transportation industry accounted for 10.2% of the country’s carbon emissions in 2017,which is the main industry responsible for China’s carbon emissions.Enhancing the efficiency of transportation is an significant means to improve China’s transportation competitiveness,but at the same time,the environmental pressure caused by China’s transportation carbon emissions is inevitable and difficult,and the balance between the two is the key to promote the green development of the industry.China’s transportation infrastructure is facing the dual challengeof efficient and green development,and is in the development track of pursuing efficiency improvement and low-carbon development as the goal.Therefore,in the key period of low-carbon transportation system construction and development,considering the relationship between transportation efficiency and transportation carbon intensity is the guarantee of green and sustainable transportation in transportation industry.To this end,this paper uses a UNIFIED virtual envelope DEA model to analyze the transportation efficiency analysis of 30 provinces in China from 2008 to 2017,and uses the "top-down" method stipulated in the IPCC National Greenhouse Gas Inventory Guide to measure China’s transportation carbon emissions and traffic carbon emission intensity.This paper studies the characteristics and regional differences of traffic carbon emissions in different provinces.Based on Moran’s I analysis of the concentration of traffic carbon emissions and traffic emissions in China,the spatial distribution of traffic carbon emissions and their variation severity characteristics of traffic carbon emissions in China are obtained.Through the panel data model to fit the EKC curve between the national transportation efficiency and traffic carbon emission intensity,the Tapio decoupling always explores the decoupling elasticity of national transportation efficiency and traffic carbon intensity and distinguish its decoupling status,and Clarify the dynamic development relationship between the two in different regions.The study findings reveal that:(1)China’s transportation efficiency distribution pattern is consistent with the economic pattern: the eastern area,the central area and the western area;(2)China’s total traffic carbon emissions show the eastern area,the central area and the western area,the overall show the upward trend,the traffic carbon intensity overall shows the western area,the central area and the eastern area of the spatial distribution pattern,the overall show the downward trend.China’s total traffic carbon emissions and traffic carbon intensity have a strong spatial aggregation,traffic carbon intensity space from high-high aggregation to low-low aggregation,indicating that traffic carbon intensity is constantly optimized.(3)By the panel data model fitting estimates,the national transportation efficiency and traffic carbon emission intensity between the "reverse U" type EKC relationship,reflecting the transportation industry "first development,then governance" development model.(4)China’s transportation efficiency and traffic carbon emission intensity decoupling state is seriously polarized,the three areas of transportation efficiency and traffic carbon emission intensity decoupling status is as follows: eastern area,western area and central area.There are three types of decoupling states in the country: the relatively stable decoupling provinces,the decoupling improvement provinces,the decoupling provinces,the number of different types of provinces is similar,but the areaal attribution is more obvious,the degree of decoupling evolution and improvement of the three areas shows the ranking pattern of the eastern area,the middle area and the western area.Finally,this paper makes some policy recommendations on the direction of managing transportation demand,adjusting the structure of transportation energy consumption,improving transportation efficiency and strengthening areaal cooperation exchange,so as to provide reference for the development of industries with the goal of improving transportation efficiency and low-carbon development and ensuring the sustainable development of the transportation industry.
