| China’s agricultural resources are becoming increasingly tight and agricultural pollution is becoming more and more serious.The high input and extensive agricultural production mode in the past has been unable to meet the new requirements of the current green development and innovation driven development of agriculture.Science and technology are the primary productive forces.As the implementation of the concept of green development and innovation driven development strategy,the transformation of agricultural production and operation mode,science and technology becomes an important driving force to the promotion of green development in agriculture.Sichuan Province is a large agriculture province with large number of population.The output of agricultural products in Sichuan ranks first in the country,such as tea,fruit,vegetable and pig.Only the scientific and technological innovation can drive the green development of agriculture,and keep the resources and environment sustainable development,increase the income of farmers,and develop high quality agriculture.This paper will start from the three dimensions of scientific and technological benefits,ecological environmental benefits and economic benefits of agricultural green development technology in Sichuan Province,aim to build an evaluation index system of technical benefits of agricultural green development in Sichuan Province,which can reflect the level of technical benefits of agricultural green development in Sichuan Province objectively,and put forward countermeasures and suggestions to enhance the advantages and make up for the shortcomings.First of all,the paper will analyze from the three aspects of agricultural science and technology resources,research and development capacity of agricultural green development technology,and technical achievements in Sichuan Province,and conclude that the level of agricultural green development technology in Sichuan Province is good,there are many agricultural scientific research institutions,a complete range of disciplines,the team of agricultural technicians grows year by year,the technical input increases year by year,and the proportion of project approval of the key research and development plan related to agricultural green development of the Ministry of science and technology is relatively large,and some of the existing scientific and technological achievements are always awarded by the State Science and Technology Award and provincial government science and technology award every year.Secondly,by constructing the evaluation system of technological benefits of agricultural green development in Sichuan Province,and using entropy method to empower,to measure the 11 specific indicators of technological benefits,ecological environmental benefits and economic benefits.On the one hand,choose 12 samples,including average level of Sichuan Province and the national,and 11 provinces and cities in 2017 to measure and rank the technical efficiency level of agricultural green development,and the main analysis results are as follows: the overall level of technical efficiency of agricultural green development in Sichuan Province ranks much better than some other cities in China and the first in the West;on the other hand,selecting index data from 2008 to 2017 in Sichuan Province to measure,the main analysis results are as follows: From 2008 to 2010,the overall level of technical benefits of agricultural green development in Sichuan Province showed a downward trend,which was caused by the large amount of chemical fertilizer application and pesticide use.Through the vertical and horizontal comparative analysis of the technical benefits of agricultural green development in Sichuan Province,the paper analyzes the existing problems: insufficient input of factors to improve the technical level of agricultural green development in Sichuan Province,the effective supply of agricultural green development technology to be further improved,and the low efficiency of technological achievements into productivity.the countermeasures are put forward as follows for the existing problems: firstly,strengthen the guarantee of factors,consolidate the foundation of supporting the promotion of agricultural green development technology;secondly,strengthen the construction of agricultural science and technology innovation system,enhance the innovation ability of agricultural green development technology;thirdly,increase the research and development of agricultural green technology on the time of initial,middle and after production,improve the sustainable ability of agricultural green development;fourth,accelerate the commercialization of agricultural science and technology achievements,to enhance the ability to promote agricultural development and increase farmers’ income through science and technology. |
