| Since the reform and opening up,while China’s economy is growing rapidly,the ecological environment of our country is deteriorating day by day due to the extensive growth mode of large investment,high energy consumption and strong pollution.The problems of environmental pollution and energy shortage have become the important factors affecting the further economic growth of our country and seriously restrict the sustainable development of our country.The 19 th national congress of the communist party of China(CPC)made it clear that China’s economy has shifted from a stage of rapid growth to a stage of high-quality development,stressing the importance of maintaining economic growth while maintaining the harmony between the quality of growth and the ecological environment.Therefore,how to seek new vitality and creativity of economic growth to transform the economic development mode and thus form new competitiveness of enterprises has become an important breakthrough in the current economic development and transformation.So in order to realize the coordinated development of economy and environment,we need to change economic growth mode,optimize and adjust the industrial structure,so as to realize the sustainable growth of economy,with effective environmental regulation to promote high quality of economic growth,for building the high quality of ecological environment and industrial power is of important theoretical and realistic significance.The relationship between environmental regulation and economic development and the quality of economic growth is mainly studied from static and dynamic perspectives.From the static perspective,it is believed that the environmental regulation intensity will increase the production burden of enterprises,affect the production efficiency of enterprises,and at the same time not conducive to the expansion of reproduction and inhibit the further development of enterprises.Due to the existence of negative externality of pollution,enterprises must pay a certain amount of pollution control fees to discharge pollutants,thus increasing the production cost of enterprises.Under the original condition unchanged,the profit margin and productivity of enterprises are bound to be reduced.The dynamic perspective is "porter’s hypothesis",which means that appropriate environmental regulation can promote technological change,thus reducing costs and improving product quality.Micro-level can effectively stimulate the vitality of enterprises,enhance the competitiveness of enterprises,macroscopically conducive to the improvement of industrial production structure.This paper firstly expounds the current situation of environmental regulation in China by combining with theoretical knowledge,and then analyzes the influence mechanism of environmental regulation on the quality of economic growth.On the basis of theoretical analysis,the econometric model is constructed,and the panel data of 28 manufacturing industries from 2007 to 2016 are used as samples to verify whether environmental regulations can effectively promote the quality of economic growth.The empirical results show that: on the whole,there is a u-shaped relationship between environmental regulation and the quality of economic growth,that is,when the level of environmental regulation is low,the quality of economic growth will be inhibited to some extent.But with the continuous strengthening of environmental regulation,environmental regulation will break through the turning point which would promote the quality of economic growth,but the current of 28 manufacturing industry in China,only a few heavy pollution industry breakthrough point,but the vast majority of the industry is still in the turning point,indicating that China’s current environmental regulation is still at the lower level,it positive promoting effect on the quality of economic growth is not significant.At the same time,from the perspective of detailed industries,the relationship between environmental regulation and economic growth quality of heavily polluting industries is inverted "U".The relationship between environmental regulation and the quality of economic growth is u-shaped in terms of the industries with moderate pollution and those with mild pollution.Therefore,how to realize the coordinated development of environmental regulation and economic growth quality has become an urgent problem to be solved in the realization of sustainable development in China.Based on the analysis of theoretical basis and empirical results,this paper puts forward targeted policy Suggestions in order to regulate the mode of economic development and improve the quality of economic growth by adjusting the implementation intensity of environmental regulation. |
