The Evaluation Of Ecological Footprint And Ecological Capacity In Meixian

At present,the construction of ecological civilization is included in the economic and social development evaluation system,it has practical significance to explore the preparation of the natural scale balance sheet of natural resources of the county from environmental cost perspective,and to realize the responsibility for the natural capital separation of the leading cadres and the establishment of the responsibility system for the ecological environment damage.Improve the evaluation system of economic and social development,it needs to consider environmental costs caused by regional natural resources consumption and environmental system pollution,and planning and utilization of land resources under the parallel of ecological protection and economic development,clearing of the ecological system supply and demand and the threshold of ecological capacity.Using ecological footprint method to calculate the physical accounts of environmental costs,using the land area indicators to quantify economic system on the role of the ecosystem,causing policy makers’ concern to natural capital allocation and using,and how to use land resources to enhance the ecological capacity,reducing environmental costs.Through the questionnaire and field interviews to obtain data which in line with the physical account of Meixian.Based on the environmental cost perspective,combined with the consumption of natural resources of Meixian,the amount of pollutant emissions,population size and land use status,to establish environmental cost accounting system.Using twodimensional ecological footprint model to calculate environmental costs and ecological capacity of physical account.Using three-dimensional ecological footprint model to analyze the depth and size of footprint and constructe land bearing capacity index,to evaluate the actual situation and dynamic trend of natural capital supply and demand.The results show that,at first,in promoting the ecological legislation environmental protection initiatives,firstly in the forest resource maintenance,planning of construction land,control measures of environmental pollution account cost are reasonable and effective,from 2011 to 2015,air pollution costs reduced 10.76%,the proportion of solid waste accounts in environmental pollution costs from 9.04% in 2012 to 5.64% in 2015.Secondly,the environmental costs effectively reduced in the use of energy resources of fossil energy account,and rural clean energy utilization from 81.1% in 2011 to 84.4% in 2013.Thirdly,forecast display the contradiction between the ecological supply and demand will be alleviated from 2016 to 2020,which due to the long-term effect brought by the effective measures of the present ecological county.Second,in the improvement of eco-county construction measures,the environment cost of natural resources increased by 3.06% from 2011 to 2015,the environmental pollution cost increased by 33.33%.The environmental cost structure shows that the proportion of fossil energy accounts is the largest one,the reduction of environmental costs of plough land accounts and the high cost of grassland accounts reflect the improvement of living standard of Meixian residents and the positive economic and ecological benefits brought by ecological legislation.The ecological industry system should be constructed with ecological agriculture,ecological industry,eco-tourism and ecological environment construction,promoting the new urbanization and industrialization,to achieve green cycle sustainable development.
