Delimitation And Control Of Ecological Protection Red Line In Shenyang

The ecological protection red line refers to the spatial range that must play a key role in maintaining national and regional ecological security,sustainable economic and social development,and ensuring the health of the people.The state still attaches great importance to achieving ecological environmental protection and improving the quality and stability of the ecosystem by setting the ecological protection red line.The ecological protection red line has become an important"bottom line"for the country to complete environmental governance and economic development.As one of the most important industrial cities in Northeast China,Shenyang City has many ecological and environmental quality problems,such as land degradation,air pollution,and water pollution.The delineation of the ecological protection red line area in Shenyang City can clarify the leading ecological functions and ecological protection objectives of each ecological protection red line area,and ensure that the ecosystem in the ecological protection red line area of Shenyang City is effectively protected and restored.Therefore,taking Shenyang City as the research object,using the land use data,remote sensing data,meteorological data,soil data,basic data and other relevant data and GIS software to delimit different function areas of Shenyang,determine the red line plan for ecological protection in Shenyang City and propose corresponding management and control measures.The results showed that:1.In this study,the legal protected areas of Shenyang was divided into world cultural heritage,nature reserves,forest parks,scenic spots,wetland parks and water source protection areas,a total of 17 areas and 38 water source protection areas;the extremely important area of different function areas in Shenyang was 21,1157,1800,and 1247 km~2,and the superimposed area of the ecosystem service function was 3652 km~2,accounting for 28.40%of the total land area of Shenyang City;the extremely sensitive area of soil and water loss,land desertification,river and lakeside zone in Shenyang was 1093,1312,and 399 km~2,and the superimposed area of the ecological environment with extremely sensitive areas was 2335km~2,accounting for about 18.16%of the total land area of Shenyang City.The red line area of urban ecological function service in Shenyang City was divided into three categories.2.The distribution characteristics,area and functions of the legal protected areas,important ecological function areas,ecologically sensitive and fragile areas and urban ecological function service areas in Shenyang were determined.The most important areas of Shenyang ecological service functions are mainly distributed in the central and northwestern part of Kangping County,the central part of Faku County,the central and western part of Xinmin City,the southeastern part of Liaozhong County,the eastern part of Shenbei New District,Hunnan District and most of Sujiatun District,and the main ecological function was water conservation,biodiversity protection,wind protection and sand fixation;the extremely sensitive and highly sensitive areas of ecological environment sensitivity in Shenyang City were mainly distributed in the northwest and central parts of Kangping County,the western part of Faku County,the western and central parts of Xinmin City,and the riverside,as well as the city’s wetlands and reservoir areas;urban road network corridors and green belt red line areas were highways and green buffer zones(50-100 meters),mainly Street-road green belts,street-side green spaces,square green spaces,and Jiexin parks were the main areas.The urban water system red line area included urban lakes,Shenyang North-South Canal,Weigong Canal,Shen Fu irrigation canal and its green belt were the main areas.The city and country park red line area was mainly delineated by 38 cities and country parks in Shenyang with good infrastructure,large area and high ecological service value.3.In this study,the boundary of Shenyang’s ecological protection red line was determined,and the map of Shenyang’s ecological protection red line was formed,and divided Shenyang’s ecological protection red line into mountain nature reserves,wetland nature reserves,forest parks,wetland parks,scenic spots,water sources protected areas,woodlands,ecological protection enclosures,rivers and their protective zones,wetland protection areas,urban road network corridors and their green belts,urban water systems,urban and country parks,and with the total area of 2671km~2,accounting for 21%of the total land area of Shenyang City;Different control measures were proposed for the different function areas of red line area in Shenyang.
