Harbin City Government’s Countermeasures To Promote Urban Environment Management

In recent years,with the further deepening of urbanization in Harbin,the city’s urban landscape and environment has also undergone major changes.How to achieve a win-win situation between urban development and the protection of the cityscape has become a core issue and a difficult problem for government departments at all levels.However,the management of the urban environment is a systematic,comprehensive and complex work,but also has the characteristics of dynamic,extensive,complex and difficult management.The continuous improvement of the economic level and the acceleration of the urbanisation process have put forward higher requirements on the level of urban environment management in China’s cities.At present,the city of Harbin has made certain achievements in the management of the urban environment,but there are also some problems,such as the management of the area does not reach full coverage,the management of the departments do not cooperate smoothly,the management of the main body of law enforcement is not strong,the management process of public cooperation is not high.At present,in the "fourteenth five-year" development period of Harbin City,the management of its urban environment is also in continuous development,perfection,the new era of governance has also put forward higher requirements,effectively enhance the efficiency of Harbin City’s urban environment management,innovation Harbin City’s current mode of urban environment management,to achieve urban environment management It is a matter of urgency to achieve long-term effect.The Harbin Municipal Government,as the main body of urban environment management,has been committed to improving the urban environment of Harbin and enhancing the level of urban environment management.To this end,by studying the issue of urban environmental governance in Harbin,firstly,on the basis of the existing research background and research,an in-depth study of the literature in the field of urban environmental governance is carried out,the purpose and significance of the study is proposed,and the basic theories of urban environmental governance are briefly explained,while the specific connotations of urban environment and government governance are defined,and the public goods theory,urban governance theory,government governance theory and good governance theory are also analysed.It also analyses public goods theory,urban governance theory,government governance theory and good governance theory.On this basis,the current situation and problems of urban environmental governance in Harbin are analysed,and the causes of the problems are further analysed,while the experiences of foreign and domestic governments in promoting urban environmental governance are referred to,and the development status of urban environmental governance in other cities at home and abroad is analysed in the light of existing experiences.Finally,it proposes effective countermeasures for the management of Harbin’s urban environment based on four major levels:the construction of legal and regulatory systems,the construction of organisations,the construction of a team of administrative and law enforcement personnel,and public participation.The aim is to analyse in depth the current situation of Harbin’s urban environment management work,summarise the specific measures to promote Harbin’s urban environment management,effectively solve the problems that exist in various aspects of Harbin’s urban environment management,promote the improvement of management effectiveness,enhance the overall image of Harbin’s urban environment,and help other cities in China to better explore and implement their own long-term urban environment management from the theoretical and practical perspectives.It will also help other cities in China to better explore and implement their own long-term management of the cityscape from a theoretical and practical perspective.
