| In recent years,the development potential of the Huaihe River Basin has gradually attracted the attention of China.In November 2018,the Development Plan of the Huaihe River Eco-economic Belt(hereinafter referred to as the Plan)was officially issued by the State Council,elevating the construction of the Huaihe River Eco-economic Belt to the height of a national strategy.In view of the past decades of development,25 prefectures and 4 counties in the Huaihe River Basin rely on a large amount of resource investment to promote economic development,and this development mode has brought serious environmental pollution,resource consumption and ecological destruction,the strategic positioning of the Plan requires that ecological protection and environmental governance should be placed in the first place;At the fourth session of the 13th National People’s Congress in 2021,Premier Li Keqiang also pointed out the need to "accelerate the transformation of the green development model,and promote high-quality economic development and high-level ecological and environmental protection in a coordinated manner" in his Government Work Report.In this context,how to improve the industrial ecological efficiency of the cities in the Huaihe River Basin with industry as the main industry has become one of the urgent problems to be solved.Based on the availability of data,this article through to the huaihe river ecological economic zone planning within the scope of 22 cities(xuzhou,suqian,taizhou did not calculate)of industrial ecological efficiency of calculation,analysis of municipal industrial ecological efficiency of space and time difference and the change trend,analyze its influence factor,provide theory and empirical basis for each city to formulate related policy according to own actual situation,contribute a little strength for realizing the strategic goal of Huaihe River ecological economy.First of all,the connotation of ecological efficiency,the relevant research results of domestic and foreign scholars and the evaluation methods used are clarified by combing and learning relevant literatures on "ecological efficiency" and "ecological efficiency evaluation" in recent years.On the basis of understanding the research methods of analysts,the SBM-U model is selected to make a horizontal analysis of the cross-section data of each city in the Huaihe Ecological Economic Zone,and then a horizontal and vertical comprehensive analysis is made by DEA window analysis method to point out the changing trend of industrial ecological efficiency.Then,by analyzing the average redundancy rate of the input-output index of each city in the Huaihe Ecological Economic Belt from 2007 to 2016,we investigate the ways to improve the industrial ecological efficiency.The empirical study shows that the industrial ecological efficiency in the Huaihe Eco-economic Zone is generally stable and at a medium level during the sample period,and the spatial and temporal differences among different regions and cities are obvious.The industrial ecological efficiency in the Huaihe Eco-economic Zone generally presents the status of the inland rising region of the central and western>in the northern Huaihai Economic Zone in the linkage region of the eastern sea,rivers and lakes.The annual average input-output variable redundancy rate in the sample period shows that all cities have problems of insufficient capacity,excessive undesired output and input redundancy,and there are obvious differences among cities.Secondly,the results of σ convergence analysis show that the gap of industrial eco-efficiency in the Huaihe Eco-economic Zone does not decrease from the whole perspective or from the regional perspective during the sample period,while the gap of industrial eco-efficiency in the north and the central and western regions tends to increase further.In the analysis of absolute β convergence,there is no obvious absolute βconvergence from the regional perspective in the sample period,but there is an obvious trend of absolute β convergence from the overall perspective of the Huaihe eco-economic belt,which indicates that there is a situation of lagging cities "catching up" with advanced cities across regions from the overall perspective.Thirdly,Tobit regression model is used to analyze and test the influencing factors of industrial eco-efficiency in the Huaihe River eco-economic belt.The analysis results show that the urban economic development and the utilization of foreign capital within the scope of Huaihe Eco-economic Belt can improve the industrial eco-efficiency,but the current industrial structure restricts the development of industrial eco-efficiency,and the influence of pollution control ability on industrial eco-efficiency is not obvious.Finally,on the basis of the above analysis,suggestions are put forward from the production level,industry level and policy level.Suggestions at the production level include paying attention to the control of production sources,production processes and production results;At the industrial level,the suggestions include rational allocation of resources,optimization of industrial structure,development of industrial ecosystem and selective introduction of foreign investment;At the policy level,suggestions include strengthening regional
