| In recent years,reform and opening up have promoted the rapid development of China’s national economy,and the rapid growth rate has shocked the world.However,with the extensive management mode of national economic development,China is faced with increasingly serious problems of ecological and environmental pollution,such as haze weather,soil erosion,climate warming,the spread of viruses and other phenomena,which has aroused widespread concern of the people of the whole country.China’s economic development has entered a new era.How to bring the economic benefits of environmental regulation into full play and develop the economy while protecting the environment is a difficult problem facing China at present.To this end,all parts of the country continue to improve the environmental regulation system,in order to achieve high-quality development of China’s economy.The goal of China’s economy at this stage is to achieve high-quality economic development.Based on the concept of green development,the relationship between environmental regulation and the quality of economic development has been paid more and more attention by scholars.In order to deeply explore the impact of environmental regulation on the quality of economic development in China,this paper firstly sorts out the research results at home and abroad.Then on the basis of relevant concepts and theoretical analysis,the paper studies the relationship between the measurement of core indicators and environmental regulation and the quality of economic development.Specific work and conclusions are as follows:On the basis of integrating existing researches and regarding the measurement of core indicators,this paper uses the entropy-topsis method to construct the quality evaluation system of China’s economic development from the five aspects of economic power,economic structure,economic stability,ecological environment and quality of life,and measures the economic development quality of 30 provinces and cities in China from 2008 to 2018.At the same time,based on the classification of formal and informal environmental regulations,a comprehensive evaluation system of environmental regulations is constructed to measure the intensity of environmental regulations in each region.In the empirical part,based on the hypothesis proposed by theoretical analysis,the panel regression model is established to study the effect of environmental regulation on the quality of China’s economic development from multiple perspectives.The results are as follows:(1)The quality of China’s economic development has been increasing continuously in recent years and there are obvious regional differences;(2)The impact of environmental regulation on the quality of China’s economic development shows a"U" shaped relationship.Except for a few provinces,the level of environmental regulation in most regions of China has already passed the inflection point of the "U" shaped curve.(3)With the increase of the intensity of environmental regulation,the relationship between the two types of environmental regulation and the quality of economic development is characterized by the influence relationship of first restraining and then promoting.Moreover,compared with formal environmental regulation,informal environmental regulation has a greater impact on the quality of economic development.(4)The effect of environmental regulation on the quality of economic development is different in different regions.Specifically,the environmental regulation in the eastern and central regions has a "U" shaped influence relationship on the quality of economic development,while the environmental regulation in the western region has no significant influence on the quality of economic development.Therefore,the relevant departments of local governments can consider establishing differentiated regional environmental protection management system and strengthening informal environmental protection management measures to achieve the goal of optimizing the environment and promoting the high-quality development of regional economy. |
