With the continuous improvement of industrialization in China, the resource structure with coal as the main energy consumption has turned into a major hidden danger of the economic system that restricts the development of green low-carbon cycle.Thermoelectric enterprise as the main energy consumption is facing a major carbon emission reduction task.In this context, the carbon performance evaluation of thermoelectric enterprises can reflect the achievements of low-carbon economic management in the process of operation activities, master the carbon emission status of enterprises, production and energy-saving technology research, and help enterprises accurately recognize the advantages and disadvantages of their own carbon management capabilities. Thus, improving the carbon performance level has become a breakthrough point for thermoelectric Enterprises to seek a turning point in the path of low-carbon development. In order to further enrich the research of carbon performance evaluation at the enterprise level and provide more development ideas to improve the carbon performance level of thermoelectric enterprises, this paper uses the improved interval analytic hierarchy process combined with multi-level extension assessment model based on the improved framework of "Driver-Pressure-State-Impact-Response(DPSIR)" to conduct the study of the carbon performance evaluation for thermoelectric enterprises.Firstly, this paper summarizes the indicators from the perspective of “Production-Management-Finance” and builds a carbon performance evaluation indicator system for thermoelectric enterprises based on the DPSIR research framework.Secondly,in order to overcome the limitations of each expert in the subjectivity of knowledge background and the cognitive understanding of affairs, the interval weights of each index are determined by using the improved interval analytic hierarchy process. Then, the carbon performance evaluation model of thermoelectric enterprise is established based on the multi-level extension assessment model. In order to verify the effectiveness of the research framework and the proposed assessment model, the relevant data of a thermoelectric enterprise is selected for empirical research. The research shows that the carbon performance evaluation index system and evaluation model proposed in this paper can obtain reasonable and reliable evaluation results.Based on the interval weight of carbon performance indicators of thermoelectric enterprises, the index levels that have the greatest impact on improving carbon performance are respectively "enterprise carbon financial indicators","enterprise carbon resource production indicators" and "enterprise carbon management indicators".Besides, the evaluation result of carbon performance evaluation is "good" to "general" by the measured data of a thermoelectric enterprise. Finally, combined with the current situation of carbon performance evaluation and the actual management problems faced by thermoelectric enterprises, this paper puts forward the following four suggestions to points out the direction of sustainable development for thermal power enterprises to improve carbon performance: establishing and standardizing the management system for carbon performance evaluation of thermoelectric enterprises, enterprises should vigorously promote cleaner production in many aspects, firmly follow the line of centralized heating of cogeneration units and strengthen environmental protection education, and advocate the formation of incentive mechanism for low-carbon development.
