Study On The Countermeasures Of Green Governance In Yichang

In October 2017,the 19th National Congress of the Communist Party of China was successfully held.In the report of the 19th National Congress of the Communist Party of China,General Secretary Xi Jinping clearly put forward the need to implement the concept of green development,form a green development mode,build a green development system,and continuously promote a green and low-carbon production and lifestyle.Accelerate legalization in the formulation of green development policies,establish a green low-carbon circular economy industrial chain,and create green finance,green families,green schools,green communities,and green travel.Yichang City is located at the junction of Hunan,Hubei and Chongqing.It is a throat area of Sichuan,Hubei and Sichuan.It has a unique geographical location.As the central area of the Three Gorges region,it has convenient transportation,developed shipping,and a concentrated population.One is that Yichang itself has a good agricultural foundation.The power industry based on the Gezhouba and Three Gorges dams is well-developed.Phosphate mine resources rank first in the country,with many tourist attractions and huge potential for development.If Yichang City wants to achieve green transformation,it needs higher green governance capacity,and the traditional regulatory government governance model cannot be adapted to this requirement without fundamental change.Yichang City urgently needs a new governance paradigm to help it Achieve green transformation.However,at present,the academic community has rich indirect results on green governance research and few direct results,and the research results are fragmented,mainly focusing on green governance concepts,systems,mechanisms,guidelines,etc.The green governance countermeasures have not been discussed in depth.The research on the green governance countermeasures in Yichang constructed in this paper is an exploration of the new era green governance model dedicated to solving the local government’s green transformation.The core of this study is to take local government governance theory and green governance theory as the theoretical framework,and take Yichang government,enterprises,and social organizations as the main research objects.On the basis of in-depth analysis of the current status of green governance in Yichang,further proposed to optimize Yichang City The countermeasures and suggestions for the effectiveness of green governance should focus on solving issues such as the unreasonable division of administrative power and fiscal allocation,insufficient participation of multiple subjects,damage to natural resources,and unreasonable industrial policies and structures in Yichang City,and ultimately achieve good governance of local governments.
