Research On Mandatory Classification Management And Behavior Coordination Of Municipal Solid Waste Based On SOP Model

With the development of economy,the acceleration of urbanization process and the improvement of living conditions of residents,the production and storage of urban household garbage are constantly increasing,causing increasingly prominent environmental load problems such as land occupation,environmental pollution and resource waste.It was predicted that the output of China’s MSW may reach nearly a quarter of the world’s total by 2025,which will bring huge pressure on environmental protection to the economic development of China and even the whole world,and a large number of recyclable resources will be wasted.Therefore,the classification of MSW is a tough battle that must be vigorously promoted in China.At the same time,the level of garbage classification management is also an important reflection of our government’s ability to manage MSW classification and the degree of economic and social civilization modernization.MSW management has significant externality,high management cost and long-term accumulated pollution.The classified management of household garbage has been carried out for nearly 20 years.In the past,the systematic management of household garbage was weak,the government failed and the market did not play an effective role.In today’s world,sustainable garbage management has become the mainstream and hot spot in the study of MSW management,and MSW classification management is the basis and key to the effective implementation of all powerful technical and economic means.At present,the significant inconsistency between the management subject,the participant subject and the behavior subject of garbage classification has become the key problem that restricts the sustainable management efficiency of garbage in China.In this paper,a mandatory classification management model of MSW based on subjectobject-process is constructed to study the synergetic behavior of residents’ MSW classification under the cooperative governance model of government and enterprises in the garbage disposal process from a three-dimensional perspective.Based on the construction of MSW management and classification of residents compulsory behavior between collaborative comprehensive evaluation index system,field investigation and questionnaire survey scheme design,by taking Beijing as an example for empirical study,the sample will be in the garbage classification management with higher levels of demonstration area and the implementation of garbage sorting the demonstration area were compared,and the different situation to analyze correlation factors affecting the behavior of the residents’ garbage classification and sorting.Entropy weight method and coupling synergetic degree analysis model were used to analyze the synergetic degree of each management index and resident garbage classification behavior in different garbage classification levels in a district in Beijing.It is found that residents’ attitude towards garbage classification,satisfaction with community publicity,sense of responsibility for garbage classification and personal reputation all have significant effects on residents’ behavior of garbage classification.The synergy between the mandatory classification management and behavior coordination of MSW increases with the improvement of the level of the mandatory classification management in the district,and the comprehensive implementation of government management policies and enterprise participation governance measures can help to improve the synergy between management and behavior.In addition,expanding the scope of enterprises’ participation in garbage classification management and focusing on implementing different management measures for areas with different mandatory management levels can improve the management efficiency of the government.
