important opportunity period of division of labor,and the internal industry in China is also in the key period of division of labor.Industrial transfer is to complete the industrial division of labor,to realize the industrial transfer of labor,and to realize the industrial transfer It is an important way to adjust the industrial structure and promote the change of the mode of economic development.In recent years,with the development of economy,the tendency of policy and the improvement of cultural environment in the central and western regions,some new changes and laws have emerged in China as a whole and in the eastern,central and western regions when undertaking international industrial transfer.Industrial transfer not only brings economic growth,industrial structure adjustment,resource allocation improvement,advanced technology and efficient management methods to the undertaking areas,but also makes the industrial transfer areas solve the inefficient industries and allocate resources reasonably.However,industrial transfer is a "double-edged sword",which brings benefits as well as threats.If one-sided emphasis is put on economic growth while ignoring its impact on the ecological environment in the process of undertaking industrial transfer,it will increase the pressure on the ecological environment of the undertaking area,and even cause damage to the ecological environment.Coordinating the relationship between regional ecological environment and economic development is the focus of all regions.All countries and regions are exploring ways of economic and environmental friendly development in order to achieve circular development,green development,low-carbon development and sustainable development.The research content of this paper is based on the theory and practice of how to undertake green industry transfer,how to prevent undertaking high pollution,high energy consumption industry transfer,how to rationalize the industrial structure,and how to make scientific industrial layout.Now there are a lot of literature on industrial transfer and undertaking industrial transfer,and try to interpret and analyze its characteristics,influencing factors and the impact from different angles.Among them,the impact of undertaking industrial transfer on regional ecological efficiency is the research direction that scholars focus on in recent years,especially the impact of industrial transfer on the ecological environment of industrial transfer out areas and industrial undertaking areas.The related theoretical and practical problems are being discussed and studied by more and more scholars.This paper takes 30 provincial administrative units(excluding Tibet)in China as the research object,based on the classical theory of industrial transfer and the hypothesis of pollution haven,deeply analyzes the current research status of industrial transfer and ecological efficiency at home and abroad,and analyzes the development status of China’s undertaking industrial transfer from the aspects of undertaking industrial scale,main undertaking industrial types and undertaking regions,At the same time,it analyzes the main problems of China’s undertaking industrial transfer.Based on the analysis of input-output table,this paper constructs an index system to reflect the development level of economy resource environment composite ecosystem from three dimensions of production factor input,expected output and unexpected output,And through the dea-ccr model for empirical analysis.As for the impact of undertaking industrial transfer on the ecological efficiency of China as a whole and the eastern,central and western regions,this paper uses Tobit restricted dependent variable model to study and analyze the different impacts and reasons of each region,and puts forward corresponding suggestions for these analysis and existing problems,so as to provide reference for the formulation and implementation of industrial transfer policies and policies in accordance with local conditions To promote the sustainable development of undertaking industrial transfer and improve the green ecological efficiency.The conclusion of this paper shows that China’s regions will have an impact on ecological efficiency while undertaking industrial transfer.Undertaking industrial transfer can promote China’s overall ecological efficiency,and undertaking the overall industrial transfer has a significant positive effect on the ecological efficiency of the eastern,central and western regions.Moreover,the impact of regional economic,cultural and policy environment differences among different regions is different,and the impact of the same region’s ecological efficiency in the process of undertaking domestic and international industrial transfer is also different.According to the conclusion analysis,combined with the actual situation of each region,the government should further optimize the environmental policy,strengthen environmental regulation,improve the access threshold of receiving industrial transfer,increase the intensity of attracting green industrial transfer,actively introduce green low-carbon and eco-friendly industries,and formulate reasonable and effective environmental regulation policies to avoid damage to the ecological environment,On the basis of optimizing the industrial structure,we should selectively undertake the industrial transfer,ensure the implementation of the strategic deployment of the national ecological civilization system reform in various regions,establish a strong push "negative list of undertaking industrial transfer",and not only emphasize the growth of GDP in the performance evaluation,but also from the comprehensive aspects of economy,ecology and resources.We should also enhance and strengthen the awareness of environmental protection and increase the investment in the treatment of environmental pollution;Adjust and upgrade the industrial structure,vigorously promote scientific and technological innovation. |
