Research On The Environmental Effects Of Undertaking Industrial Transfer In The Midwest

After entering the 21 st century,as the process of regional economic integration continues to deepen,the scale of inter-regional industrial transfer has expanded,and industrial transfer has gradually become an important means of regional industrial structure adjustment and inter-regional coordinated development.In particular,affected by the global financial crisis in 2008,the development of export-oriented industries in eastern my country was greatly restricted.Therefore,in order to further transform the regional economic development model and seek new development space,the eastern region accelerated the development of some industries to the central and western regions.Regional transfer.Although undertaking industrial transfer is conducive to promoting the development and utilization of resources in the central and western regions,driving local economic development,and narrowing the development gap between them and the transfer area,it inevitably also has an impact on the environmental quality of the central and western regions.In the "Guiding Opinions of the State Council on the Undertaking of Industrial Transfer in the Midwest Region"(Guo Fa [2010] No.28),it is clearly pointed out that the undertaking of industrial transfer in the central and western regions should focus on strengthening environmental protection and resource conservation,and continuously promote the undertaking of industrial transfer.sustainable development.Therefore,taking my country’s central and western regions as the research object,discussing the impact of the transfer of industries on the regional environment is of great significance for guiding the scientific transfer of industries in the central and western regions.Therefore,in this context,on the basis of collating and summarizing the relevant literature and theories of undertaking industrial transfer,based on the data of the central and western regions from 2008 to 2017,this article first analyzes the status quo of undertaking international and domestic industrial transfers in the central and western regions,as well as the regional The environmental situation is explained.Secondly,based on the heterogeneity of pollutants,empirical models between undertaking industrial transfer and water pollution,air pollution,and solid waste pollution were established to discuss the impact of undertaking industrial transfer on the regional environment.At the same time,in order to ensure the robustness of the research conclusions,a dynamic effect test and a regional heterogeneity test were also carried out on the benchmark regression results.Finally,combined with the empirical regression results,feasibility suggestions for scientifically and rationally undertaking industrial transfer in the central and western regions are put forward.Through research,this article mainly draws the following conclusions.(1)The scale of accepting international and domestic industrial transfers in the central and western regions is on the rise,but the growth rate is decreasing year by year.At the same time,the scale of accepting domestic industrial transfers is much higher than that of foreign industrial transfers.In addition,the scale of international industrial transfer undertaken by the central region is much higher than that of the western region,and there is not much difference between the central region and the western region for the domestic industrial transfer undertaken.(2)On the basis of considering undesired output,the overall environmental efficiency of my country’s central and western regions is showing a downward trend,and the average value of environmental efficiency is less than 1,indicating that the central and western regions have low resource utilization,serious pollution,and large environmental conditions.Room for improvement.At the same time,from a regional perspective,the environmental efficiency value of the central region is greater than that of the western region,indicating that the environmental pollution situation in the western region is more serious.Secondly,after analyzing the dynamic environmental efficiency of the central and western regions,it is found that regional environmental technological progress(EC)has always been an important reason for improving environmental quality.After distinguishing pollutants,it is found that the water pollution and air pollution in the central and western regions have improved year by year,while the solid waste pollution has deteriorated.From a regional perspective,air pollution and solid waste pollution in the western region are more serious than in the central region;water pollution in the central region is more serious,but the gap between the two is not big.(3)Through empirical analysis,it is found that the transfer of industries in the central and western regions of my country will have an adverse impact on the water environment and atmospheric environment of the region,but the impact on the amount of solid waste generated by the undertaking is not obvious.Secondly,after a dynamic test of the baseline regression conclusions,it is found that the impact of the industrial transfer on the water pollution in the central and western regions has a very obvious lag,especially the impact on the industrial wastewater discharge in the next two phases;and the industrial sulfur dioxide.The positive impact of emissions will be more significant in the short term.Finally,after sub-sample regression of the benchmark regression model based on regional heterogeneity,it is found that undertaking industrial transfer will aggravate the water pollution situation in the central region,but the impact on air pollution and solid waste pollution is not obvious.At the same time,undertaking industrial transfer not only aggravated water pollution in the western region,but also brought serious air pollution,but the impact on solid waste pollution was not significant.Based on the above research conclusions,in order to further guide the central and western regions to undertake reasonable industrial transfers,this article focuses on strengthening environmental regulations,improving ecological compensation mechanisms,promoting the centralized layout of undertaking industries,exerting agglomeration effects,establishing and improving regional coordination mechanisms,achieving professional division of labor,and achieving win-win cooperation.,Intensify the control of environmental pollution and put forward corresponding countermeasures and suggestions in four aspects.
