Undertaking industrial transfer as the main way to boost the economy of the under developed regions also effects to water environment in local areas. A case study was conducted in Ha-Da-Qi industrial corridor (HDQ). The interaction between proportion of industry output and industrial water consumption, industrial wastewater pollutant emissions was analyzed. Evaluation indicators system on the water environment was constructed from three aspects including Pressure, State and Response. The water environment security of HDQ from2001to2010was evaluated by fuzzy comprehensive evaluation method. The relative risk model (RRM) was constructed for water environmental risk analysis of undertaking industry transfers.The influence of undertaking industrial transfer on water environment was in the early time of industrial transfer, and as the process of industrial transfer was advanced, the pressure on the water environment gradually eased. Meanwhile, the proportion of industry output had significant impacts on industrial water consumption and industrial wastewater pollutant emissions. Manufacture of foods, industry of the agricultural by-products and manufacture of drinks were the main influencing stressors of industrial water consumption. Manufacture of medicines and manufacture of mechanics were the main influencing stressors of industrial waste emissions. Manufacture of medicines and manufacture of foods were the main influencing stressors of ammonia nitrogen emissions. Petrochemical industry was the main influencing stressors of oil pollution emissions.Undertaking industry transfer was an opportunity to coordinate the relationship between the water environment conservation and economic growth. The regional water quality was improved by optimizing the industrial structure and strengthening water environmental management. The water environment security increased0.005,0.054,0.149respectively during the period of undertaking industrial transfer.Harbin was the highest risk area with risk scores as high as146.4, the second area was Daqing (110.7) and the third area was Tsitsihar (41.15). Furthermore, the main risk sources in different risk areas were different. Their main risk resource was manufacture of medicines, manufacture of raw chemical materials and chemical products and manufacture of foods respectively. However, their stressors were approximately the same. Aerobic organic pollutants, nutrient pollution and habitat destruction were the main influencing stressors of the ecological pressure in the study area. For habitats, waters was enduring the bigger pressure. And biodiversity decreased and ecological service values damaged were facing the biggest risk pressure.
