| Nowadays,most cities in our country are troubled by being surrounded by daily garbage,which poses a great challenge to the sustainable development of the regional economy and environment.As the great importance has been attached by the government in our country,people in all walks of life also began to set the goal of protecting the environment,calling the whole society to pay attention to the garbage classification.In this case,some cities have gradually carried out pilot work on garbage classification.As a famous tourist city,Guilin is also plagued by the problem of daily garbage with the rapid development of the city and the increasing population.Although Guilin is one of the earliest cities to implement garbage classification in China,the achievement is not so satisfactory.Thus,the proper disposal of daily garbage has become an issue of great concern to the Guilin government.In order to better deal with garbage and manage the urban environment,Guilin government have put pilot project of daily garbage classification into practice in some parts of Guilin city.In the author’s point of view,it is necessary to study the implementation of the pilot policy on garbage classification in Guilin as a research subject especially under the background of nationwide implementation of garbage classification.Therefore,with the adoption of Smith Policy-Implementation-Processing pattern as an analytical framework and research methods such as literature collection,interviews and questionnaires,the thesis makes a thorough inquiry on the status quo of the garbage classification pilot policy,the effect of the policy implementation and the problems arose from the implementation so as to find out the real causes for the ineffective implementation of the policy.What is more,the thesis further puts forward suggestions to improve the pilot policy of garbage classification in Guilin based on learning from the advanced practices of garbage classification in some developed countries such as Germany and Japan,as well as some developed cites in China like Shanghai and Taiwan.The findings show that the prominent problems in the implementation of the current pilot policy in Guilin lie in the difficulties in the source separation of garbage,the discouraging residents,the lack of effective supervision on garbage classification management,the insufficient participation of relevant market players,and the great pressure of funding in the pilot areas,as well as the contradiction of charges.Through detailed analysis and research,it is found that the main factors that cause the poor implementation of the current pilot policy in Guilin consist in the inherent problems of the pilot policy itself,policy implementing subjects,and the target groups of the policy as well as the policy implementation environment.It is reflected in the lack of scientific decomposition of policy implementation goals,the emphasis on efficiency rather than science in the policy implementation,insufficient policy participation of target groups,as well as unreasonable financial investment,insufficient allocation of garbage separation containers and a weak social and cultural atmosphere.For this purpose,this thesis puts forward some suggestions,such as clarifying the implementation objectives of daily garbage classification policy,establishing a long-term management mechanism of daily garbage classification,improving the charging system of daily garbage,implementing the principle that the polluter should pays,broadening the promotion channels for the policy,strengthening the awareness of daily garbage classification of target groups,fully equipping infrastructures,and optimizing the industrial development environment. |
