After visiting and investigating the small and medium-sized enterprises in Mianyang City,it was found that most of the small and medium-sized enterprises are negligent in the training of the emergency decision-making ability of the grassroots managers when emergencies are frequent.As front-line managers,the level of emergency decision-making capabilities of enterprise grassroots managers greatly affects the success or failure of enterprises in responding to emergencies.Therefore,this article takes the grassroots managers of small and medium-sized enterprises as the research object,combines the existing research results of emergency decision-making capabilities,and uses system dynamics to conduct in-depth research on the emergency decision-making capabilities of grassroots managers.In the second chapter,according to the actual situation of the research object and combined with the classification theory of personal ability influencing factors,the emergency decision-making ability of the grassroots managers is classified,and the factor relationship of the influencing factors is explored by the decision-making and laboratory method.In general,the emergency decision-making capabilities of grassroots managers can be divided into three subsystems:personal emergency response capability,personal knowledge level,and enterprise emergency management level.In the third chapter,the advantages and disadvantages and applicability of each weight calculation method are analyzed.According to the characteristics of the research object,the applicable method is selected to calculate the weight of the three subsystems.In summary,it is found that the weight value obtained by combining the five-scale method of the analytic hierarchy process with the optimal transfer matrix method is more in line with the actual situation.The calculated weights for personal emergency response capability,personal knowledge level and enterprise emergency management level are 0.293,0.310,and 0.397 respectively.In the fourth and fifth chapters,the system dynamics model of the emergency decision-making ability of the grassroots managers of small and medium-sized enterprises is constructed.Three simulation studies are carried out on the emergency decision-making ability of the grassroots managers of H enterprise through the system dynamics Vensim PLE software.The results showed that the change curve of the emergency decision-making ability of the first and H enterprises showed a trend of first slow,fast and then slow,and reached the target level of 85 at the 44 th month.The initial growth of the individual emergency response ability and personal knowledge level in the subsystem was relatively higher.slow.It shows that there is a lag in safety investment and the lag in safety investment involving skill training,education of employees’ safety awareness and quality,etc.is obvious,and the improvement of capabilities requires long-term investment.Second,when the investment ratio of personal emergency response ability,personal knowledge level and enterprise emergency management level is 0.2,0.2,0.6,the emergency decision-making ability of grassroots managers improves the fastest,but when the investment ratio of enterprise emergency management level exceeds 0.6,On the contrary,it takes longer for the emergency decision-making ability of the enterprise’s grassroots managers to reach the target level.It shows that an appropriate increase in the investment ratio of the enterprise’s emergency management level is beneficial to improving the emergency decision-making ability of the grassroots managers,but the investment of any subsystem cannot be ignored.Third,the actual effect rate of the skill training factor in the personal emergency response capability subsystem is the largest;the actual effect rate of the knowledge education factor in the personal knowledge level subsystem is the largest;the actual effect rate of the emergency plan level factor in the enterprise emergency management level subsystem is the largest.It shows that increasing investment in skills training,knowledge education,and emergency response plans can improve individual emergency response capabilities,individual knowledge levels,and enterprise emergency management levels,respectively.
