Evaluation Method And Application Research On Emergency Preparedness Ability Of Small And Medium-sized Industrial And Trade Enterprises

Small and medium-sized industrial and trading enterprises have a large base and a small scale.Most enterprises do not have sufficient knowledge of emergency preparedness,and emergency preparations have not been valued for a long time.The frequent occurrence of accidents have not been effectively contained.Once an accident occurs,the enterprise usually cannot quickly enter the emergency state,and emergency preparedness is seriously insufficient,which in turn causes serious casualties and property losses.The state and governments at all levels have promulgated and implemented a series of emergency management-related policies,regulations,and standards,all of which emphasize the importance of enterprises to strengthen emergency preparedness.However,the evaluation standards for emergency preparedness ability of small and medium-sized industrial and trade enterprises have not yet been released,which makes the enterprises have not formed a systematic and effective evaluation method,which is difficult to achieve targeted improvement.Based on this,this article conducted the following studies:(1)Analysis of emergency status and accident causes of small and medium-sized industrial and trade enterprises.First of all,based on a large number of literature investigations,the analysis summarizes the production characteristics,accident characteristics and problems in emergency management of small and medium-sized industrial and trade enterprises.Second,it defines the connotation and concept of emergency preparedness ability assessment through theoretical analysis.Then,based on the theory of accident causes,a comprehensive analysis of the causes of accidents in small and medium-sized industrial and trade enterprises is carried out,and it is proposed that the low level of emergency rescue caused by insufficient emergency preparedness is also one of the causes of accidents.Finally,the influencing factors of emergency preparedness abilities were analyzed from four aspects:man-machine-circle-management.(2)The evaluation index system for emergency preparedness ability of small and medium-sized industrial and trade enterprises was established.According to the connotation of emergency preparedness abilities,the construction principle of the indicator system is determined,and the initial framework and construction process of the indicator system are determined through the selection basis of the indicator system and the analysis of the hierarchical structure;On this basis,from the perspective of controlling the causes of accidents,seven first-level indicator were extracted : emergency organizations and systems,risk identification and assessment,hazard source monitoring and early warning,emergency plan construction,emergency rescue equipment and materials,emergency team construction,emergency training and drills;then,by referring to the research results of the mature indicator system of the predecessors,based on the requirements of national regulations and standards and combining the research opinions of the enterprise,analyze and sort the second and third-level indicators;finally,based on the Delphi method for index screening,a three-level evaluation index system including 7 first-level indicators,20 second-level indicators,and 46 third-level indicators was determined,and the evaluation content and evaluation basis of specific indicators are explained.(3)A comprehensive evaluation model for emergency preparedness abilities of small and medium-sized industrial and trade enterprises was established.After conducting a hierarchical study on the emergency preparedness ability level with reference to the relevant standards,the hierarchical entropy analysis method was used to assist the calculation with the aid of yaahp 10.1(analytic hierarchy process software)and Excel software,and get the comprehensive weight value of all levels of indicators;Then use fuzzy comprehensive evaluation method to build a multi-level fuzzy comprehensive evaluation model of emergency preparedness ability of small and medium-sized industrial and trading enterprises.(4)Case study of the emergency preparedness ability assessment of small and medium-sized industrial and trading enterprises.The constructed index system and evaluation model were used to comprehensively evaluate the emergency preparedness of T Company.It is concluded that T's overall emergency preparedness capacity level is "good".According to the evaluation results of specific indicators,the advantages and disadvantages of T company in emergency preparedness building were analyzed,and countermeasures and suggestions were put forward in a targeted manner.
