| Since the reform and opening up,China’s economic and social development has achieved remarkable results,urbanization has continued to accelerate,residents’ living standards have been continuously improved,and the amount of domestic waste generated has also continued to increase.The problem of garbage siege has become increasingly prominent.Improper disposal of domestic waste will pollute the soil,atmosphere and groundwater,waste resources,and directly affect the sustainable development of urban ecology,society and economy.Implementing the classification and treatment of domestic waste,effectively reducing the amount of domestic waste generated,realizing the resource recycling and utilization of recyclable domestic waste,and promoting the harmless disposal of domestic waste is the top priority for current urban development.As an international metropolis,with the continuous development of urban economy and urbanization,the production of municipal solid waste is also increasing.Shanghai is facing the dilemma of a garbage besieged city.The Shanghai government attaches great importance to the treatment of municipal solid waste,but the implementation of waste classification policies has been exploring in the stage,through years of practice,adjustment and improvement,the garbage classification policy was fully implemented in2011.On July 1,2019,the "Regulations on the Management of Domestic Waste of Shanghai" was officially implemented as my country’s first local legislation,marking the beginning of my country’s garbage classification work substantial progress has been made.Combining with the actual situation of the classification and treatment of domestic waste in Shanghai,finding out the problems and reasons existing in the classification and management of domestic waste in Shanghai,and researching the corresponding countermeasures are the problems that Shanghai city managers need to think about and solve seriously.Based on governance theory,public goods theory,circular economy theory,and other related theories,this research deeply analyzes the status quo of municipal solid waste classification management through literature review,comparative analysis,and investigation research methods,and further analyzes the classification management of municipal solid waste in Shanghai.The existing problems and the reasons for these problems,combined with the experience of the classification and treatment of domestic waste in typical countries,aim to put forward targeted policy recommendations to further promote the classification and treatment of domestic waste in Shanghai.The study found that the current status of the classification and treatment of domestic waste in Shanghai is as follows:(1)"Four in One" work together to promote waste classification,(2)play the leading role of party members and volunteers,(3)broaden the channels for waste classification and recycling,(4)The classification and treatment of waste is highly accepted by the masses,(5)The classification and treatment of domestic waste has achieved remarkable results.Further analysis found that there are the following problems in the classification and treatment of domestic waste in Shanghai:(1)The government’s leading role is insufficient,(2)The method of reward and punishment for waste classification management is single,(3)The supervision of waste classification management is relatively weak,(4)Resident waste classification management The participation rate is low.The reasons for these problems are:(1)the responsibility of waste classification management is unclear,(2)the leading role of the government needs to be further improved,(3)waste classification management incentive mechanism needs to be improved,(4)waste classification management supervision measures are not clear.In place,(5)Publicity measures for waste sorting and treatment need to be strengthened.Finally,this research combines the practical experience of Japanese domestic waste classification and management,and proposes the following policy recommendations:(1)Give full play to the government’s leading role in domestic waste classification management,(2)guide the public to participate in domestic waste classification management,(3)establish and improve life Incentive mechanism for waste sorting management,(4)establishing and improving public supervision and feedback channels,(5)improving measures to promote residents’ waste sorting behavior. |
