| Tibet uses its late-comer advantages to continuously expand its economic development areas,continuously promote new industrial projects,and provide a multi-directional development path for the economic development of Tibet.The necessary links for the development of Tibet’s economy include the development of the industrial structure and the sound development of the ecological environment.According to the experience and lessons of domestic regional development,there is a widespread phenomenon of first development and then governance in the process of industrial development,which makes the regional ecological environment continue to deteriorate.,There are situations in which the environmental pollution control investment is not included in the initial cost,the environmental pollution is not prevented and controlled in time in the mid-term,and the environmental pollution problems that have occurred in the later period are not treated in time.As an important part of the input elements,the ecological environment is the source of economic development and the guarantee of sustainable economic development.With the gradual rise of ecological environmental issues as a national strategy,the development of Tibet’s economy must pay attention to ecological environmental protection in order to achieve Tibet’s economic development.Better and faster economic development requires coordinated development between the optimization of industrial structure and the ecological environment.According to the national strategic requirements,this research studies the coordinated development of industrial structure optimization and ecological environment in Tibet,which is of great significance to the realization of sustainable economic development in Tibet.The industrial structure of Tibet has realized the advanced form of "three-two-one" since 2003.However,according to analysis,it is found that Tibet still has the phenomenon that the development of the industrial structure requires the development of the industrial structure and the unreasonable allocation of labor resources.Therefore,this research combines the upgrading and optimization of the internal structure of the industrial structure and the analysis of the elements of Tibet ’ s environmental development.The degree of coordinated development between the two,and the relationship of mutual influence.Based on the theory of industrial structure optimization and ecological economic theory,this study analyzes the optimization of Tibet’s industrial structure and the ecological environment,and calculates the Tibet’s industry during the 16 years from 2003 to 2018 with the help of principal component analysis,coupling coordination degree model,and VECM model.The degree of coordination between structural optimization and ecological environment,and research and analysis of the relationship between the two variables.The range standardization is used to process the original data,and the comprehensive evaluation index is finally normalized according to the principal component analysis method.In order to analyze the state of industrial structure optimization and the coordinated development of the ecological environment in the past 16 years,coupling coordination analysis is used to find that 04,06,11 and 15,16,18 are the years with the lowest and highest levels of coordination.At the same time,through the VECM model and Granger causality test to analyze the mutual influence of the two variables in the long-term relationship,it is concluded that the contribution of the ecological environment to the optimization of industrial structure is14.13%,and the impact of industrial structure optimization on the ecological environment The contribution rate is 0-2.74%.The development level of the natural ecological environment in Tibet has a unilateral impact on the optimization of Tibet’s industrial structure.According to the analysis of the empirical results: 1.The angle of industrial structure optimization The factors that affect the poor coordination of the two variables of Tibet’s industrial structure optimization and the ecological environment are the overall labor productivity,the effect of fixed asset investment,and the degree of deviation of the industrial structure.2.From the perspective of the ecological environment,the influencing factor that affects the poor coordination of the two variables of Tibet’s industrial structure optimization and the ecological environment is the amount of solid waste discharged.In the fifth chapter of this research,through in-depth analysis of the factors that affect the degree of coordination between the two variables,the fundamental reasons for the four factors affecting the degree of coordination are analyzed:(1)The employment structure and resource allocation of the tertiary industry in Tibet are unreasonable.There is a hidden unemployment problem in the primary industry in Tibet;the employment population in the secondary industry has a large gap with the primary and tertiary industries;the effect of fixed asset investment in the tertiary industry is not good and labor efficiency is not high.(2)The garbage sorting chain in Tibet has not yet been fully formed.These problems ultimately affect the degree of coordinated development between the optimization of Tibet’s industrial structure and the ecological environment.To optimize Tibet’s industrial structure and the development of the ecological environment at a well-coordinated level,it is necessary to rationally allocate the employment and resource allocation of the tertiary industry,increase labor productivity,gradually form a chain of garbage classification in Tibet,and strengthen the ecological environment.The degree of protection.Finally,based on the analysis of existing problems and causes,this research puts forward practical suggestions and countermeasures for the sustainable development of Tibet’s economy. |
